| MGNREGA fraud surfaces in Kupwara | | | Syed Tahir Bukhari
KUPWARA, Sept 6: Misappropriation of funds in (MGNREGA) aimed at providing employment to rural masses to uplift their living conditions has come to fore in Kupwara district of north Kashmir.
According to sources, the developmental works have been nearly 100 percent completed on the papers but on the ground things are entirely different as no works are visible. The persons who are dealing with affairs of Mahatma Gandhi National Rural employment Guarantee Act (MGNREGA) are either political workers or government employees.
"Rupees nine lakhs have been released for 19 works which don't exist on ground in one Keran and Karnah Thesil alone. The funds released under Indra Awaz Youjna (IAY) for construction of houses for the below poverty line (BPL) people have been drawn in favor of some people mostly Panches or political workers, sources said.
Rs. 6.11 lakh have been released in favor of twenty seven persons in Halqa Karnah and Keran alone and the beneficiaries are Panches and other political workers.
However, sources said that none of these works exist on ground and the funds have been misappropriated by the Sarpanches and Panches in nexus with the Rural Development Department (RDD) officials.
Meanwhile senior official from RDD on anonymity conditions told early times that, those who sanction funds lose authority to take stock of funds and the works done against those remains unchecked.
Official said and added after the launching of MGNERGA, RDD has become direction less as BDOs have become bosses and other higher officials fail to understand mechanism of corruption and prefer to save their skin by enjoying cool atmosphere of air conditions in doors in civil secretariat.
Sources further said the funds released under IAY for construction of houses for houseless BPL people have gone into the pockets of Panches and other concerned officials of RDD.
Meanwhile a group of social activists alleged that in various villages of Kupwara, no works have been done on ground but payments have already been withdrawn which indicates a major embezzlement of funds under MGNREGA.
Local residents of Kupwara said that works have not been executed on ground but the payments stand withdrawn for the same.
"The irony is the real workers of MGNREGA are suffering like anything which has created a doubt in their minds about the huge embezzlements under MGNREGA and IAY has taken place in Kupwara district, said locals. |
