Hafiz Saeed coins water terrorism and blames India for exporting it to Pak and PoK

JAMMU, Sept 10: Chief of Jamaat-ud-Dawa, Hafiz Saeed, has blamed India for exporting water terrorism to Pakistan and occupied Kashmir. Well neither the Oxford nor the American dictionary has in its catalogue a term like "water terrorism."
Saeed was simply referring to the massive damage to crops and private and Government properties in Punjab and occupied Kashmir caused by floods in rivers Jhelum, Chenab, the Indus, Sutlej, Beas and Ravi. While doing so he seems to have ignored, possibly deliberately, the massive damage and destruction inundated Chenab, Jhelum and other lakes and rivers caused in Jammu and Kashmir.
Well Saeed needs to be reminded that under the Indus Water Treaty of 1960 India cannot change the course of Jhelum, Chenab and the Indus. If the Indus Water Treaty is scrapped India has the resources to change the course of these three rivers which may help India, including Jammu and Kashmir state to double its power generation and expand its irrigation network.
What has brought smile to the faces of critics of Hafiz Saeed is the fact that during the lean periods Pakistan, which is inhabited by a political intellectual of the stature of Hafiz Saeed,blames India for blocking flow of water from these three rivers which had the potential of triggering drought conditions in Pakistan and Occupied Kashmir.
Under the garb of the Indus Water Treaty Pakistan has been raising one hurdle or the other whenever India plans to set up a power project either on river Jhelum or on river Chenab or on the Indus river. The result of the Treaty is quite clear. The state of Jammu and Kashmir continues to face acute power shortage forcing the Government to resort to prolonged outages. The state has not been able to develop its lift irrigation network with the result the state has to depend on heavy import of foodgrains.
And one need not feel amazed and surprised if Saeed has accused Prime Minister Narendra Modi of having exported water terrorism to Pakistan. And Hafiz Saeed should not forget to blame India for exporting "drought terrorism" by not allowing Jhelum, Chenab and the Indus to ensure free flow of water during the lean period.
Well Pakistan has exported terror to India, including Jammu and Kashmir state without facing any brunt from the activities of these terrorists.It is something else if Pakistan is blamed for reaping terror for which seeds it had sown. By this very logic one cannot dream of India exporting water terrorism to Pakistan after causing massive death, destruction nd devastation in Jammu and Kashmir. Thank God Saeed has not blamed India for exporting water terrorism when floods and cloud bursts caused massive damage and death in Kedarnath shrine areas years ago.
It seems Saeed expects India to export water as per the quantity fixed by Islamabad from time to time.If three major rivers in Jammu and Kashmir have flooded Saeed expects the Indian engineers to divert surplus water to its neighbouring states and allow only that much water to flow into Pakistan and occupied Kashmir as was needed by Islamabad and Saeed.
Saeed expects India to starve its power generating plants nd irrigation system during the lean period and allow full flow of water into Pakistan and Occupied Kashmir.
Does Hafiz Saeed know that the state of Jammu and Kashmir has been facing annual loss of between Rs. 6,000 crores and Rs. 8000 crores per year because of the Indus Water Treaty? Is Saeed prepared to compensate to people of Jammu and Kashmir the losses they suffer because of the Treaty?
Again one should thank God. Saeed has not blamed India for having flooded Jammu and Kashmir or as Hafiz would have wished to say that India has exported water terrorism to Kashmir which has a muslim majority population. He would have said so had not the region of Jammu, which has a Hindu majority, been ravaged by floods and landslides and heavy rain.
