Opposition in Kashmir to closure of Civil Secretariat in Srinagar
Under the garb of tragedy

JAMMU, Oct 19: And now the senseless opposition in Kashmir to the closure of Civil Secretariat in Srinagar on October 31 and to the order under which the seat of power would start functioning in Jammu from November 10 after six months.
Anti-Jammu elements and vested interests in Kashmir who repeatedly said that the Omar Abdullah-led NC-Congress coalition government failed the people of Kashmir when its intervention was needed the post to save the marooned people and provide them relief and shelter have now come out with a nasty suggestion that "many people (in Kashmir) have expressed their displeasure about the official announcement regarding closure of Civil Secretariat and other offices in summer capital Srinagar on October 31 as part of Durbar Move, a century-old practice under which government functions six months each in Srinagar and winter capital Jammu". They say that the "main argument (of the people) is that since Kashmir is yet to recover from the devastation wreaked by the recent floods, the valley needs the administration in this hour of crisis, especially in the wake of the approaching winters". "Even otherwise, with the shifting of Durbar Move offices, people of Valley are left with plethora of unaddressed issues. Thanks to the practice started by Dogra Maharaja Ranbir Singh in 1872 to escape the extreme weather conditions in Jammu during summers and in Srinagar during winters, Kashmiris are left with no option but to pursue their matters all the way to Jammu irrespective of whether they can afford the expenses of the journey or not. It also doesn't matter if one's health does not permit the exertion of pursuing the file as it tastes dust from one table to the other in the government offices," they, according to the opponents of the closure of civil secretariat, also say.
Not only this, these critics of the government order, which was a route order issued twice a year, once in Jammu and once in Srinagar, have also said: "Government is meant to serve people at all times. However, the test of its competency can better be gauged during testing times. Winters bring challenges for a common Kashmiri. It is the time of the year when he needs civil servants to stand by him. But unfortunately that is not the case to be. Many people blame the practice of Durbar Move for the plight of Kashmiris in winters. Some term the huge burden on the ensuing state exchequer as useless while others term the concept outdated in the age of e-governance".
All this shows how biased these vested interests are towards Jammu. They refer to the difficulties the Kashmiris would face during the six months when the civil secretariat would operate from Jammu, but they do not have the audacity to say that the people of Jammu face similar difficulties when the civil secretariat operates from Srinagar. It is this type of negative attitude towards the people of Jammu province, who contribute more revenue to the state exchequer and gets in return only crumbs, that forces the people of Jammu province to demand separation of their province from Kashmir.
It is not the first occasion when such anti-Jammu noises were made in Kashmir. It had been happening since decades. And the memory of what Farooq Abdullah as Chief Minister tried to do away with the practice of bi-annual durbar move in the 1980s are still fresh to be forgotten. Indeed, the time has come for the division of all the offices on regional basis so that the old practice is stopped and no region feels suffers on account the practice of durbar move. Remember, the practice of durbar move started in 1872 by Maharaja Ranbir Singh with a view to defeating fissiparous tendencies in Kashmir and neutralize the influence of the British conspirators and not for the reasons the vested interests attribute to.
