DB issues notice to Union Home Ministry, J&K Govt

SRINAGAR, Oct 20: Division Bench of High Court today issued notice returnable within two weeks to state government through Chief Secretary and Union Ministry of Home Affairs in a Public Interest Litigation seeking a probe into Chattisinghpora massacre in 2000.
Division Bench comprising of Justice Mohammad Yaqoob Mir and Justice Muzaffar Hussain Attar also issued notice to Commissioner/Secretary General Administration Department, Commissioner/ Secretary Revenue, Divisional Commissioner Kashmir, Ministry of Minority Affairs, Government of India and Chairman National Commission for minorities.
In the PIL, Sardar Avtar Singh Sodhi resident of Mehjoor Nagar, also seeks directions from court to appoint a Board for welfare of Sikh community in the State, appoint a Commission to investigate the problems of Sikhs and to suggest appropriate measures for their improvement in social & economic sectors. Petitioner has also sought directions for Introduction of Punjabi language department in the University of Kashmir as well as affording financial assistance to deserving students for higher studies abroad.
He has also sought directions to earmark reservation for Sikhs of J&K in all state departments & all other Institutions of J&K including the Legislature, Judiciary, executive & KAS, etc. Petitioner has also sought directions to delimit a legislative assembly constituency for Sikhs in the State, to conduct elections of Gurdawara Prabandak Committee(s) in Kashmir and audit the last Gurudwara accounts throughout the state.
Besides, the petitioner has also sought direction to provide similar benefits to Sikhs to which other minorities are entitled in rest of India under the National Commission for Minorities. He has further demanded that state government may further kindly be commanded to take all measures to promote the "Khalsa" community of Jammu & Kashmir.
