Aid channels to flood hit people in J&K not choked

Not only senior political leaders but
a section of people in Jammu and
Kashmir,which was in recent days hit by severe floods and landslides, in which 300 people were killed and several thousand families were displaced, continue to complain about central Government's luke warm response to the demands of the flood victims. Within a couple of days of the calamity Prime Minister,Narendra Modi, had sanctioned Rs .21000 crores and men of various agencies, including the Army, Air Force, Navy and the National Disaster Response Force, were deployed for carrying out rescue and relief measures.Yes groups of youth in Srinagar played a vital role in rescue operations but the efforts put in by the Army, Air Force, Navy and the National Disaster Response Force cannot be ignored. The Air Force men dropped food packets and drinking water bottles to several thousand people who were almost marooned in Srinagar city and its adjoining areas. Since the state Government agencies have a poor record in distribution of relief and in carrying out restoration of damaged infrastructure the central Government has decided to move step by step so that all areas were covered under relief,restoration of damaged infrastructure and rehabilitation programme. It is in this connection that the central Government decided to send two teams,one to Kashmir and the other to Jammu for assessing the flood losses.
This was done to check whether the state Government's preliminary assessment tallied with the loss assessment given by the central teams. The state had submitted a report to the Union Government in which it had estimated a loss to the tune of Rs.44,000 crores. The central Government would like to have a detailed survey so that every section of affected people were covered under rehabilitation programme. Reports said that two teams were deputed by Government of India to carry-out spot assessment of damages in the affected areas of Kashmir and Jammu region. The Centre had deputed two teams for assessing the damages caused by the deluge in different parts of Jammu and Kashmir so that on the basis of their assessment they could recommend the amount required for undertaking relief, rehabilitation and reconstruction of damaged infrastructure in the State. The team is expected to submit its report on whether the last month's flood can be declared as a disaster of 'severe nature', within two to three days to the Union Ministry of Home Affairs.
During their three-day stay, the team visited different flood-hit areas of Srinagar, Anantnag, Pulwama and Kulgam to assess the losses caused to housing and agriculture sectors. They also took stock of the destruction caused to government infrastructure, particularly hospitals, in Srinagar. The team members had detailed discussion on the issue with senior bureaucrats in Jammu and Kashmir.
It will be proper for political leaders,whether belonging to the mainstream or to the separatist camp,to avoid inciting people by dishing out biased statements. Right from day one of the flood disasters the Government of India and people in the country are with the flood hit people in Jammu and Kashmir. If anybody has any doubt about it one should recall Government and private agencies, corporations, banks, educational institutions remaining in the forefront of those donating relief in cash and in kind for the flood affected people in Jammu and Kashmir.Kashmiri politicians and people need to appreciate how school going kids in UP,Delhi and elsewhere in India collected blankets and other food items for sending those items for the flood hit people.Of late even the Bollywood stars have jumped into the race.They have held a number of programmes for raising funds for the flood affected people in Jammu and Kashmir.
Several state Governments, including those run by the BJP and non-Congress parties, have also sent cash donations to either the Prime Minister's relief fund or the Chief Minister's Flood relief fund. All this shows how people, Government agencies, private companies and banks have shown sympathy for the people of Jammu and Kashmir. It is now upto the state Government and its agencies to distribute relief and compensation and carry out rebuilding of the damaged infrastructure in a transparent way so that there were bleak chances for swindling the aid money.
