| Valley based Pak-stipendiary lobby should change their mind set | | | A N Bharadwaj
The Pak-lobby working in the valley at the behest of Pakistan to implement its agenda to dismember India by organizing misleading campaign and generating Islamic terrorism against Indian ruling leadership through violence should change its mind set who are under legal and moral obligation to maintain peace for the development of the State. Its lobby should review the current history of Afghanistan, which was ruined by its mis-adventureous game played with the collaboration of the USA for the political cause. Ultimately, Pakistan had thrown out its dependable Afghan Government which was nursed and nurtured by withdrawing its political support within the spur of moment without assessing future prospects negative or positive, shattering of economy and social structure, but it failed to achieve its hidden object. The same game is being played by it at the cost of human blood by alluring Kashmiri Muslims for the establishment of their domain out of the Indian sovereignty. Now, it is up to the Pak-lobby to test its sincerity on the basis of first abandoning the State's illegal occupied territory to its favour to establish its domain. In case valley based Pak-lobby is interested, it may go ahead for that agenda and afterwards they may agitate for more autonomy with same status under the banner of secularism of India as it is a heterogeneous State.
The valley based Pak-stipendiary lobby has been living in its own dream for making castle with sand. It is not aware about the conceiving proposal of Pakistan out of sovereignty of British India, which under certain assurance; Nehru headed national leaders took the proposal in view seriously for its implementation on the promise committed by All India Muslim League President M A Jinnah, patronized by the Crown Prince, London, that "there would be no communal riots and disharmony in case a home land for Indian Muslims is established. On that assurance Pakistan was created for everlasting peace. After the demise of Jinnah, the Pak-ruling leadership did not strict to discharge its national obligation and violated the secular spirit of its founder Pakistan M A Jinnah.
Pakistan was established vide Indian Independence Act of 1947, enacted by British Parliament, but that partition plan did not apply for the Rulers of British Indian States. In that regard, His Majesty's Government explained that the decision announced above related only to British India, and its policy towards
its Indian States contained in the Cabinet Mission Memorandum of 12th May 1946 had remained unchanged. In the light of that, Jinnah headed Muslim League flashed its appealing advice for further guidance to the Muslims of British Indian States to abide by the British Crown proclamation to grant the paramount political powers to the Rulers of their States of British domain to decide the accession of their States either this or that dominion. So in the light of Indian Independence Act and British Crown proclamation, the Ruler of Jammu & Kashmir had acceded his State to India, who was wholly and solely competent to take the decision for accession. But soon after the Pak-rulers having trust breach of Stand-still agreement violation made by His Highness Government with Pak-Government committed a horrific aggression over the State. To save the life and the boundaries of the State, the Government of India dispatched its forces at the war front to protect the people who were being killed en masse, stopped the bloodshed resulting in the Pak-army and its raiders could not face and retreated. Those elements who have an eye to grab the State should look first to change their outlook. The issue which is irrevocable, unchangeable, and non-negotiable based on legal ground does not come on the agenda for review.
Pakistan and its parrot-like speaking valley based Hurriyat lobby have now confused and exerted efforts to find out new argument for going among the masses for grabbing the State. Pak-helpless military controlled Prime Minister Nawaz Sharief flashed his view during his London visit in November 2013 that he did not find any problem with third party intervention which later on it was clarified by his Foreign Affairs spokesperson that Pak had committed to bilateral dialogue process with India. However, Pak had also always remained open to third party mediation to resolve the Kashmir issue, on which these were outstanding UN Security Council resolutions, what non-sense was uttered by him to twist the issue from the main spirit of Simla agreement. We are at a loss to understand that the binding of two sovereign countries under any agreement cannot be treated like shopkeeper changing bargain canvassing. There is no question for opening of door for third party intervention. In the light of that, Pakistan should forget its mis-adventureous efforts for any mediation in the agreement. Once is committed whatever may be, would be followed strictly
Pak-should know the legal status of the State which has already been determined by the facts of the history. There is no dispute over the State except vacating the territory encroached upon with the violent aggression and restoring the status quo peacefully. Pakistan is an aggressor country; therefore it is free to conceive any disturbing issue in frustration to pain and hit India to the Maximum extent. Therefore its all these issues have no weight. It is that country which has undermined the UN status by spurning away its plebiscite related resolution, and failed to provide the congenial atmosphere, vacate an illegal occupied Indian State territory through aggression and evaded itself to comply with the resolution earlier agreed and denied later on. It is the outlook of Pak-politicians who claim themselves of being belonging to responsible Government. Now, the Pakistan and valley based stipendiary lobby have raised new disturbing issue beyond the spirit of Indian Independence Act of 1947 and British Crown Proclamation of 1946 that at time of resolving the State problem the aspirations of Kashmiri Muslims should be taken in view, their violative nonsense demand of aspiration was obnoxious and an absurd. India is under legal obligation to go by the spirit of the Act, and Crown Proclamation. No twisted after thought issue would be taken in view in any circumstances.
Pakistan in case is adamant for pleading the proposal for Kashmiri Muslims aspirations; then it should first set example to apply its new aspiring innovation in its own country to lead India also. Pak-ruling leadership should first peep the glass house of its country, wherein the Ruler, KALAT State, situates in Baluchistan, was behaved brutally by the Pak-rulers with third degree humiliating treatment by violating the sentiments of aspirations of his State people, but its that attitude was beyond narration. Afterwards, he was invited at Karachi under certain strategy hatched by Pak-rulers for further dialogue on accession issue to Pakistan. He had agreed to accede his State to Pakistan on the same terms and conditions which he had with the British Crown, but the Pak-rulers were quite adamant to bow the Ruler according to their terms and conditions, thus he refused. He was encircled by the ruling leaders Liaqat Ali Khan. Sowrawardi, Fazal-ul-Haq, and other top ranking leaders headed by Pak- Governor General M A Jinnah, and forced to sign on the accession documents with pistil point, thus it was annexed forcibly despite accession. With the result of that the revolt against Pak-Government was erupted and since then agitation and demonstration is organizing in the State against the Pak-Government for which the issue for forcible annexation his State is lying in international arena. The Pak-rulers, who plead for the aspirations for Kashmiri Muslims on whimsical grounds for their political interest, should first look for the aspiration of KALAT people. Similarly, the Buloch people are suffering with the same fate. They took the banner of revolt against Pakistan against surrendering the Gwadar port to China, and to make their land its colony, besides getting all profit fetched from the natural resources without taking them into confidence resulting in their liquidation in economy, that struggle is continuing since emerging of Pakistan. They are the victims of its inhuman atrocities and brutal treatment. They are looking onward to get rid from the Pak-tyrannical rule and agitating for independence. They had faced full fledged offensive derive of killing them, even in custody during the rule of Zulfikar Ali Bhutto
in 1970. That was the first war of independence suppressed by his brutal force. The using of blood-spilling, indiscriminating gun shots, rapid continual shootings on the innocent unarmed people , and used of artillery , gun-ships by the Pak-forces against their civilians were heart-breaking and deep panicky which were violative all limit of human rights, but their aspiration was not taken in view and pleading of aspiration for Kashmiri Muslims of India is very strange for the people of the world. That bloodstained war scenario affected the Indian Government that warned it to restrain itself for excessive violence for the repression of Buloch movement, but Pak reacted and accused India for supporting them and blamed it for the supply of arms and ammunitions to foment their agitation, and termed it against diplomatic norms.
The charges leveled against India for the support and supply of weapons to the Bulach people were refuted by Nwab Bugti who was one of the strong pillars of Pakistan, with the remarks that the weapons used by Pak-rulers, flowed in the region when they on the behest of U S had started jihad in Afghanistan against Russian forces. Thus India was nowhere in his agitation. In fact the Pak-ISI distributed these same weapons among them to destabilize the J&K State. Thus the charges leveled against India were totally baseless. The US Investigative Team also investigated the Pak-charges for fomenting the agitation and it gave a clean chit to India that it had no hand in the Buloch agitation. So much so, the Pak-leaders itself also condemned Musharraf brute military operation along with Pak-Human Rights Commission. Apart from it, International Relation Committee drawing its attention Pak-Government's atrocities in Baluchistan, especially the killing of Nawab Bugti was condemned world over. The position of the Sindis of Sind province and the Pathans of Frontier province are suffering and reeling under its tyrannical rule. Their daily procession and agitation are continued to secede from Pakistan. Pak-rulers should follow its policy first for KLAT and Bulochistan which is agitated for Indian Kashmiri Muslims to concede to their demand by keeping their aspirations. The reason to remain mum to look the aspirations for the people of these provinces should made public.
The Pak- valley based lobby should apply its mind concentrically for research the reality of the historical facts to take decision accordingly, but in case it plays foreign game for his master with the proximity of religion to serve its cause, in those circumstances it would not achieve its goal. They belong to the State and are under social and moral obligation to watch the interest of its brethren living in pitiable and horrible condition in occupied Pojk, besides Pak is under legal obligation to keep the status quo of the illegal occupied territory intact vide UN Security Council directions, but despite that, it out of that some part of Indian State territory surrendered to China for its political cause, while it had no sovereign rights over that territory, that illegal dare devil risky transaction at the cost of Indian sovereignty in the light of international law have never been condemned by the lobby. It should rise to the occasion to change its mind set for better cause to resolve the difference through dialogue with Indian ruling leadership for better future prospectus. |
