Chenani-Nashri tunnel work stopped; Leighton, IL& FS at loggerheads

Jammu Dec 15: Due to the differences between Leighton, an Australian company, and IL&FS, the work on the prestigious Chenani-Nashri tunnel has come to a standstill. The work was stopped over a month back due to non-payment by IL&FS. As per sources, there was an agreement between the Leighton company and IL&FS to complete this prestigious tunnel between Chenani on one side and Nashri on the other side. The tunnel is about 9 km in length.
This agreement was later changed into BOOT (Build Own Operate Transfer) without deleting the clause in the previous agreement.
The non-deletion of that clause from original agreement to change to BOOT led to difference between the two companies. As per sources, this difference was so deep that the Leighton company stopped work on this prestigious tunnel which was going on in full swing 24x7. The tunnel was almost complete from the two sides. If sources are to be believed, some say Leighton company, which is Australia-based, has been taken over by Russian based Welseun company and is now known as Leighton Welseun company all over the world. Almost 75 pc of the work was completed by the company till last month when the work was stopped.
The company had 500 to 600 persons working round the clock for the completion of the tunnel. Wishing anonymity, an executive of the company said the Leighton had asked IL&FS to pay overcut payment of Rs 1,300 cr which include loss due to strike and other things but IL&FS was ready to pay only Rs 500 cr which was not agreed to by Leighton.
This remains the bone of contention between the two companies and the non-deletion of clause of the overcut payment remains unsettled. As per sources, some allege that Leighton has gone bankrupt which is why it has been taken over by Welseun. It is now over a month when the work was stopped and the ultimate sufferer are people of the state.
