SVO likely to investigate purchase of sports equipment at exorbitant rates
Physical Education deptt of JU violates law!

Jammu, Dec 15: State Vigilance Organisation (SVO) is likely to investigate allegations of purchase of sports equipments and other allied accessories at exorbitant rates by Physical Education department of University of Jammu.
Sources said that an RTI activist has filed a written complaint with State Vigilance Organisation (SVO) alleging therein several wrongs committed by Physical Education department of University during the last 5 years. They added that the activist has in his complaint accused the department of making purchases without following codal formalities and that too allegedly at exorbitant rates.
Complainant has pointed out that the department instead of calling for tenders for the purchase of sports equipment went to the market for purchase. He has said that purchase worth lakhs was made without inviting tenders, which is essentially required. He has further said that this equipment had been purchased for the three sporting events which have been held in the last three months by the Physical Education Department of Jammu University.
By not inviting tenders and making purchases allegedly at exorbitant rates, sources said that the applicant has accused the department of causing huge loss to university coffers. They maintained that the applicant has referred to mementos and claimed that they were of sub-standard quality and sought a detailed inquiry of this aspect also. He has claimed that Governor N.N. Vohra had expressed displeasure over the quality of mementos which had been purchased by the department.
The applicant has further said that the department has engaged two retired employees; both of whom are regarded as advisors of the Director Physical Education Prof. Dhian Singh while adding that one of these employees owns a sports equipment shop. Applicant has added that the two employees are Ramesh and Brij Billowria. He has further said that the two had retired long ago but were re-engaged, then disengaged and then, again engaged.
The applicant has said that instead of ordering inquiry into the allegations of corruption, the acting Vice-Chancellor Prof. R.D. Sharma bestowed the Director of Physical Education Department with the charge of Yoga Center on the expiry of the extended term of D.L. Choudhary. He has alleged that the department has not progressed much despite availability of funds and this alleged bungling has further damaged it.
Applicant has referred to protests by various student organisations against the alleged bunglings and said that the acting VC instead of ordering a probe, gave the Physical Education Director additional charge besides exempting him from taking classes. It needs to be mentioned here that Prof. Dhian Singh is a faculty member of Economics department of the DDE. Habitual of writing handouts and known for arrogance of no use, the acting VC could not be contacted for his version.
