One year on, Project officers fail to complete surveys for UPAP scheme
HUDD issues warnings to withhold increment/promotion

Jammu, Dec 15: The District Project Officers (DPOs) of Housing and Urban Development Department (H&UDD) have reportedly failed to complete surveys for implementation of a centrally sponsored scheme, in the last one year. Infuriated over the failure, the HUDD authorities have reprimanded these officers and warned them of withholding their increment/promotion.
Sources informed Early Times that for the implementation of Urban Poverty Alleviation Programme (UPAP) in Jammu and Kashmir, the HUDD had initiated surveys for identification of urban poor in various districts of state. The District Urban Development Agencies (DUDA) were assigned the job to complete the surveys, but it has been reported that after the lapse of nearly one year, the DUDA failed to do the needful despite repeated reminders by the department.
They further informed that the lackadaisical approach of DUDAs could be gauged from fact that survey of district headquarters, where the implementation of National Urban Livelihood Mission (NULM) was to be carried out in first phase was not completed yet. "Similarly, the formation of self-help groups is also not completed due to non-serious attitude of Community organizers. Moreover, the Community organizers were reportedly not even able to complete ten survey forms in a day", sources said.
Sources further informed that the higher authorities have taken serious note of the laxity on part of Project Officers and have directed them to gear up their men and machinery to ensure proper implementation of Action Plan under NULM, RRN and other such assignments, given them from time to time.
Sources further disclosed that it has also came to fore that there was no mechanism of recording Annual Performance reports (APR) of officers working in Urban Development Agencies (UDA), as a result of which the functioning and performance of officers didn't get reflected anywhere.
The department, sources said, has asked all project officers to initiate the APR of officials working under the control in the respective DUDAs, and forward the same to the department.
Reprimanding its own officers, the higher officials of department of HUDD, have reportedly asked the Project officers that the in-situ promotions/ increments would only be released on the basis of performance of officials working under the administrative control would be recorded in their APRs and only such officers would get benefit of same.
