Handover shelter sheds, provide rent to flood victims by Dec 31: HC

SRINAGAR, Dec 19: Jammu and Kashmir High Court today directed authorities to handover shelter sheds and provide monthly rents to flood victims by December ending.
The directions were passed by a Division Bench comprising of Justice M H Attar and Justice B L Bhat after perusal of status reports filed by Chief Engineer R&B Department as well as revenue authorities.
In his report the Chief Engineer R&B stated that handing over of shelter sheds was delayed by electioneering at many places and also by shifting of the location or non-identification of sites by respective District Deputy Commissioners (DDCs).
According to him, the DDCs have projected the total requirement for shelter sheds at 504.
Among them, he said, 285 units have been taken up for execution by the R&B department and 28 by NGOs. In case of 191 units, he said, sites have not been identified by the DDCs and have been kept on hold due to the rent policy.
The Chief Engineer said 160 units were handed over to DDCs as on December 16 and 101 will be completed by Wednesday.
Similarly 14 and 10 units will be ready for occupation by the flood victims by December 31 and September 9 respectively.
Regarding providing of the rent, Revenue Department informed the court that 13619 families have been paid rent as on December 16.
Meanwhile, Vinay Kajla Joint Advisor, National Disaster Management Authority, filed a compliance report, stating that the State government has submitted a Memorandum for Rs. 43,959.56 Crores as a special package for relief and rehabilitation of flood victims of 2014.
"Out of that the State Govt of J&K has claimed that J&K Govt has Rs. 1000 Crores available under State Disaster Response Fund. The State Govt has requested for providing Rs. 1926.11 Crores from National Disaster Response Fund and a special package of Rs. 41,03345 Crores for items which were not covered by the norms of National Disaster Response Fund."
Regarding the special package of Rs. 41,003.45 Crores projected by the J&K Government, the proposal has already been sent to Ministry of Finance and the Planning Commission and the same is under consideration, the officer said.
"Ministry of Finance has already released Rs. 1000 Crores on 22nd October. 2014 as a grant of Special Project Assistance under Special Plan Assistance (SPA), announced by Prime Minister on September 7, 2014 for flood relief and rehabilitation for the State Annual Ran 2014-15."
Regarding the details of payments made to beneficiaries under the PMNRF, he said, the NDMA was provided individual beneficiary details of 16264 beneficiaries in physical form on 3rd Nov but soft copy details were received only on Nov 19 for approx 9800 cases.
