Early Times Report

Jammu, Jan 18: As the clamor against the settlement of West Pakistan refugees has taken the valley by storm, bringing in resentment from the separatists as well as mainstream politicians including the former chief minister Omar Abdullah also joining the chorus, this has given a reason for the allied issues also to brew up.
A long time demand of the people of Reserved Backward Areas (RBA) as well as those falling under the Actual Line of Control (ALC) too has started showing up contours of allege as they are of charge that despite having received assurances from different quarters including from the then MLAs as well as issue raised up in the Council also, no attention has been given to the issue.
"Though we won't go for waging a war to get our rights, but when the Government of India as well as the state government considers, the settlement of refugees, why they do not find our problem too of the grave nature that denies everything to our women folk as soon as they are swapped from one area to other under the marriage," said social activist and the pursuer of the cause of the RBA and ALC women living under extreme conditions.
Successive rulers of the State have resolved the issues of other Reserved Categories while RBA Category was ignored for their due share and equal justice so far as economic front and education for which a specific locality or area is considered as 'Backward'. Kewal Sharma made specific mention of injustice to fairer sex, pin pointing if a non RBA girl marries to a RBA person she has to wait for a long 15 years to get RBA Category Certificate as per existing law, which is really a cruel joke with the women folk living in backward areas.
Criticizing Govt. policies, while talking to Early Times said that Government on the other hand offer facilities like Voter Card, State Subject etc for its political vested interests but denies them (Women folks) their social rights. Earlier the situation was different and women were given due share in reservation but since 2006 vide Govt. Order No.GAD(Adm)18/2006-1 dated:27.2.2006 the RBA status to non RBA girl marrying to a RBA person was denied reasons best known to the officials/politicians at helms of affairs.
Lacs of RBA Category Women living in more than 2200 Villages across the State are deprived of their rights of equality and justice by the said order.
"We are also demanding a separate Board on the pattern of SC/ST/OBC Advisory Board and Enhancement of Income Slab Rs 4.50 lacs to Rs 7.00 lacs. He said that their issues are neglected as there is no monitoring/governing body for the RBA Community. He also demanded their due share in every field and warned the state rulers to grant their due share or be ready to face the music in the coming Parliamentary and Assembly sittings.
It is pertinent to mention here that Shenaz Ganai, then MLC, National Conference had raised up the issue getting an assurance that same will be looked into judiciously
Even the then BJP MLA Jugal Kishore Sharma had said that this is a wrong policy that needs to be looked into and the BJP, whenever in power, would take the cognizance of the matter and resolve it.
Kewal Sharma while talking to Early Times said that he is hoping that after getting the mandate from the people of Jammu, BJP would take the issue seriously and come up with a resolution on it.
"This is a matter of grave concern. We are bound to help the people in distress. This issue needs a legislative Amendment and as soon as BJP comes to power, it will be taken up judiciously, said Bali Bhagat, BJP MLA Raipur Domana while talking to Early Times.
