Beig's right intervention at right time
Coalition of PDP-BJP

JAMMU, Jan 18: PDP's ideologue and former Dy Chief Minister Muzzaffar Hussain Beig, who is also Member of the Lok Sabha, the other day made a right noise and expressed himself in favour of an alliance between the PDP and the BJP, saying these two parties alone could hand down to the people a stable government.
"Though he was not negotiating government formation with the BJP but the fact is that only the PDP and the BJP can form a stable government in Jammu and Kashmir". To make his point, he reportedly said: "If the BJP and the NC or the PDP and the Congress form the coalition both will have 40 members and will have to take support of four independents. If tomorrow one or two independents leave the coalition, the government will fall and that is why I am saying only PDP-BJP can form the stable government".
Beig had expressed similar views in the past also and there are reasons to believe that the PDP top brass also endorses his line of argument.
That the PDP didn't take the support either of the NC, which has 15 MLAs, or of the Congress, which has 12 MLAs, further proves that the PDP leadership has come to believe that an alliance with the BJP is the only option available. It bears recalling that both the NC and the Congress have offered unconditional support to the PDP, but the PDP has refused to walk into their trap, as the Muftis’ know the implications.
The formulations of Beig are sound on several counts. One, the PDP has 28 MLAs, 25 from Kashmir alone, and the BJP has an equal number of MLAs, all from Jammu. These two parties share between them 53 seats, 9 more than the number required to form government. It is obvious that the PDP and the BJP can provide a stable government. Two, an alliance between the two would enable the state to have cordial relation with the BJP-led NDA Government at the Centre. The state needs money and New Delhi could alone meet the financial needs of the state. Three, an alliance between the two would give a sense of belonging to the people of the two provinces in the sense that both would have an equal say in the governance of the state. Last but not the least, the coalition between the two would mean appreciation of the poll verdict in the state.
The right intervention of Beig at this point in time when the state is under the Governor's Rule needs to be appreciated by all those who want a popularly-elected government in place in the state at the earliest. His intervention is positive all the more because he has also coupled it with a suggestion: Both the parties should work out a common minimum programme so that there is no conflict between the two.
