JAMMU, Mar 17: The crucial budget session will commence on Wednesday. It will be the first budget session under the PDP-BJP coalition government. The people of the state would want the new government to come out with a people-friendly budget - a budget that would accelerate developmental activities and create employment opportunities to overcome the acute unemployment problem. The opposition parties like the NC and the Congress, on the other hand, are likely to use the budget session as an opportunity to corner the new government. They are all set to rake up divisive and emotive issues during the session. They are also likely to use the floor of the Assembly and the Council to tell their communal constituencies that the PDP and the BJP entered an unholy alliance to enjoy political power. They have already hinted that they would raise certain issues which, they believe, would embarrass both the PDP and the BJP and expand their resective constituencies. It was no wonder then that Chief Minister Mufti Mohammad Sayeed on Monday urged them to play a constructive role in the legislature holding out an assurance that his government would discuss all the issues they would raise. It will be seen if the NC and the Congress pay any heed to the pleas of the Chief Minister and help the government conduct its business smoothly.
The task of the newly-constituted government is not easy. It has come into being at a time when the inter-regional relations are far from normal and the problems facing the people are many. Road connectivity in parts of the state, especially the backward and ignored Jammu province, is in a very bad shape. There are several other problems that need to be tackled immediately by the government. For example, the rural population seldom gets power supply and the prices of essential commodities, including fruit, vegetable and milk have gone up on an unprecedented scale. Besides, the government schools and government hospitals and dispensaries are in a shambles and developmental activities are virtually non-extent. Similarly, the state government employees do not get salaries on time. Contractors too are awaiting payments. The economic health of the state, too, is not good; it is in a very bad shape. The Jammu & Kashmir Bank Ltd., which is the only "listed company" of the state, is on "continuous downslide and its shares are losing value" with each passing day. Not only this, the state government also has to rehabilitate those who suffered hugely during the September devastating floods. There are many in Kashmir, especially Srinagar district, who have awaiting relief to restart their businesses. Likewise, there are many who lost their dwellings in Jammu and Kashmir during the floods with some of them still living in rented accommodations or at their relatives' houses.
Two more issues which the state government needs to take up on priority basis are regular power and water supply. Summer is approaching and time at its disposal is rather limited. The Power Development Department and Public Health Engineering Departments have to work day and night to do what is needed to be done before the summer season commences. But more than that, the state government has to announce a policy that assures the neglected people of Jammu and Ladakh that they would get what they deserve in all walks of life and at all levels. It has become absolutely necessary considering the prevailing resentment in Jammu following the Sunday transfers, appointments and promotions. It is hoped that the new government would come up to the expectations of the people, particularly of the people of the neglected Jammu and Ladakh regions.
