Kiran Wattal: Officer who saved Jammu in 1992
JMC has touched new heights during his tenure

Jammu, Mar 17: An engineer by profession and a dedicated officer, Commissioner, Jammu Municipal Corporation, Kiran Wattal has been instrumental in taking the JMC to new heights during his tenure as head of the corporation.
Wattal, BE (Civil) besides serving JMC has served as Managing Director, J&K Housing Board, Chief Engineer, UEED, Secretary, J&K State Sports Council.
He started his career in August, 1978 as site engineer in "GAMMON INDIA LTD." and was put on the job of specialized bridge construction. He joined the government service in JK in 1980. Initially, he independently handled the ob of construction of lined canals, cross drainage works, roads and buildings. In January 1985 he opted for the Municipal Services as Assistant Engineer and since then he has been monitoring various jobs of civic amenities, improvement of slum areas, low cost sanitation management of solid waste.
Besides serving in various capacities the incumbent JMC commissioner took keen interest in advanced training courses and in connection visited different parts of the country and various foreign nations.
In 1992 he underwent a training programme in the field of "Solid Waste Management" in UK in 1992.
In 1990 he underwent a training in "Precast Technology" at Noida for concrete sections (used in slum Improvement and sanitation works).
He was a part of training organized by UNICEF on "Low Cost Sanitation" in Jammu in 1998. In 1987 he was part of the tem of the officers who attended the course on "Urban Development" at "IMPA" in Srinagar in 1987.
During the 42 days of the strike by Safai Karamcharies in 1992, Wattal in severe winter conditions voluntarily operated excavators and cleaned solid waste dumps during the strike period without caring for his official position and status.
If the said dumps of solid waste had not been cleared at that point of time, the same would have resulted into serious epidemic endangering the lives of Jammu citizens.
In view of his dedication and sincerity towards his duty Wattal was selected by the Government of Indian for advance training in "Solid Waste Management" in UK, which he completed with distinction.
Wattal was again deputed to Sweden in 1997 for further training in "Hazardous Waste Management", which he too completed with distinction.
He rendered more than 22 years service in Jammu Municipal Corporation, while performing Municipal functions in various capacities i.e. AE, AEE, Ex. Engineer, Joint Commissioner and presently Commissioner, Jammu Municipal Corporation.
The Officer has been interacting with various Mohalla Committees, representatives of public of Jammu City, wherein performing various Municipal functions in respect of :
Health and Sanitation (Removal of garbage and solid waste), enforcement (Removal of encroachments and un-authorized constructions), building permissions (Granting building permission online), vital statistics, (birth & death ), Revenue.(Realization of revenue from various quarters), Veterinary (removal of stray animals/stray dogs. Maintaining slaughter houses), maintenance and development of Municipal parks and gardens.
Engineering (Constructions of lanes, drains, roads, electrification of street lights within the Municipal Limits).
Recently, various drives were conducted under Wattal's leadership. He played a pivotal role in preventing adulteration particularly in milk, milk products and other food items which was widely appreciated by general public.
The Officer was assigned unusual job of providing one dinner meal to Durbar move employees on 3rd November, 2013. The assignment was accomplished successfully by creating infrastructure at seven places for the said purpose under difficult circumstances due to it being a Deepawali Day.
The Officer was nominated as "State Level Co-coordinator" for the delegation of Parliamentary Committee on Urban and Rural Development from 15th June to 20th June, 2001, the team of 20 Member Parliaments was assisted by the officer to their best satisfaction.
During the last Parliamentary election Wattal was assigned the Job of "Liaison Officer" to Election Commission of India on their visit to Jammu and Kashmir.
The former Governor G C Saxena vide No. CVS-361-363/D/92 dated February 25,1992 had appreciated Watal for the good work he had done for the Jammu city. The order read: "I was very pleased to know that during the recent employees strike in the Jammu province you worked hard with great dedication and commitment in arranging a modeleum of conservancy facilities in the old city. I congratulate and thank you for commendable performance on this occasion. Please also convey my appreciation to all the Officers who gave you valuable assistance in this difficult work during a trying period".
The Divisional Commissioner, Jammu A. Sahasranaman, had conveyed vide D.O. No.402/137/5700 dated 23.03.1992.
"I have seen the performance of this Officer for the last one and a half year and I must state I have always found him to be energetic enthusiastic and dedicated".
The Administrator, Jammu Municipality P G Dhar Chakarvorty, had conveyed vide D.O. No.VC/978/PO dated 26.02.1993.
"I have found him intelligent, dynamic and hard working. He has the capacity to pick up things quickly. During the strikes of Municipal Employees and workers, Wattal has played an important role in organizing sanitation drive during night hours against very heavy odds. He along with D.S. Charak, Khilafwarzi Officer in Jammu Municipality
were instrumental in retrieving mechanical vehicles and equipment, which were grounded by the striking employees, and using them in the night operation. I have found him personally operating and driving the loaders and excavators for clearing garbage dumps in the city. Shri Wattal was deputed to England for training on 'Solid Waste Management' which he completed with distinction; Municipality should make use of his training and experience in improving the disposal of solid waste in the city. Since Shri Wattal is borne on the cadre of Jammu Municipality, I am sure he will prove to be an asset to the Organization if proper recognition and encouragement is given to his work".
The Commissioner Jammu Municipal Corporation Jeet Lal Gupta conveyed vide letter No.MJ/Estt/S/16 dated 11.10.2003.
"Sh. Kiran Wattal l/C Suptd. Engineer of the Corporation has been performing to the best of the satisfaction of his superiors and has outstanding reputation and technical expertise".
The Administrator, Jammu Municipality K.B. Jandial conveyed vide No.MJ/Estt/PS/Adm/1492 dated 22.01.2002.
"Mr. Wattal has received several appreciation letters including from my predecessor for his excellent performance. He was also deputed to England and later to Sweden for advance training in Solid Waste Management".
"I too find him energetic, dynamic and competent Engineer, conscious of his duty and responding to every situation in which his services are required. I am satisfied with his work;/," Jandial had stated.
The Administrator, Jammu Municipal Corporation V.N. Sharma during 1996 conveyed to Administrative Department that
"The performance of said AEE, Mr. Kiran Wattal has consistently remained excellent and was appreciated by all under whom he had worked in Municipality. He is rated as highly intelligent, dynamic and laborious Officer with additional qualified of picking up things quickly".
The Officer has been performing various activities in the field of sports and has awarded with number of medals for outstanding performance at State and national level. By virtue of this background the services of Officer were utilized for prestigious championships at Asian and national Levels.
Chef-de-Mission of Indian Squad for Asian Wrestling Championship held at Bangkok (Thailand) from 4-7th August, 2011.
"OBSERVER" for Junior Asian Basketball Championship held at New Delhi in 2001.
"Vice Chairman" National Table Tennis Championship held at Jammu December, 1996.
"Secretary" Jammu Club Jammu 2003-2005. "Sr. Vice-President" J&K Basketball Association. "Member" J&K Sports Council 2005-2009.
Wattal was appointed as Commissioner JMC in September 2013. During his two year tenure he has worked hard to make the corporation vibrant and enterprising.
His major achievements as Commissioner JMC are listed below.
1. 336 Flats were constructed at Sunjwan under BSUP schemes to those families who were homeless.
2. Established Municipal Helpline (Toll free service) for the redressal of the public grievances within the jurisdiction of JMC relating to the Municipal Services i.e Sanitation, Khilafwarzi Stray animals etc. with shortest time frame.
3. A project was sanctioned by Govt of India after acquiring 75 kanals of land from Forest Deptt and the project was sanctioned in 2008 but due to certain if and buts the work could not be started well in time. The said project took off and was allotted to M/S Ess Dee Enterprises for estimated cost of Rs. 20.70 crores and the leveling is completed at least 90%.
4. During his tenure a Project for Municipal Animal Care Centre has taken place and a centre for dog sterilization and care of stray animals was established in the month of December, 2014 at Roop Nagar, Jammu.
5. A separate calf shed at Dogra Hall, Jammu was constructed for the safeguard from cruelty from other animals.
6. During his tenure a number of reharies and temporary structures erected by encroaching upon part of road at Hari market and on the said were removed and a vatika has been developed with proper roof and sitting arrangements to give an aesthetic look to the area.
7. He launched cleanup Jammu scheme to provide proper sanitation on important occasion's and even during odd hours by deploying labours and vehicles meant for the purposes.
8. A number of toilets complexes at different locations have been constructed for the convenience of the common people.
9. A number of passenger sheds at different location with JMC limits were constructed for the convenience of passengers.
10. Wattal acted swiftly against the encroachments and demolished the walls which were raised to encroach upon Municipal land by the encroachers and thus retrieved the Municipal Land from the illegal possession at Satwari near Milk feed where market value is more than Rs. 20 crores and he also succeeded in retrieving of Municipal land at Janipur, Jammu measuring 4 kanals from encroachers which present value is Rs. 15 crores. And now the said site is proposed for matador stand and public convenience there.
11. A number of special drives were launched on his instructions against Food adulteration mis-branded milk "Go Brand" was conducted during his tenure which was sold in Bet prices and also seized and locked some sweet shops for not maintaining hygiene besides huge sweets, Khoya, Milk, Meat, oil etc. were scientifically checked.
12. During his tenure construction of shopping centre at Shaheedi Chowk for an estimated cost of Rs. 284.00 Lacs has been undertaken and the work is in progress.
13. The cremation ground at Shastri Nagar, Jammu was upgraded by way of sanitary fitting, electrification, septic tank, soakage pit, Birla putty, oil Bond distemper and apex etc. and Kunjwani Chowk was developed for total project cost of Rs. 292 Lakhs by way of grill work and granite work which is under progress.
14. A number of parking lots at Town Hall, Parade and Panjtirthi for which the design is under way and the proposal for parade parking and Panjtirthi parking have already submitted under 14th Finance commission and release of funds is awaited.
15. JMC during his tenure executed silting and removal of garbage/silt work from effected localities/houses on war footing which were devastated by flash floods in September 2014.
16. Jammu Municipal Corporation deployed 160 Safaikaramcharis alongwith sanitation equipments i.e 3000 brooms, 16 quintals lime, 500 bamboo baskets, 550 gum shoes, Malathian 400 Ltrs, Nuvon 400 Ltrs, Panja with handle 300 nos to Srinagar Municipal Corporation for providing help and restore proper sanitation in flood effected residential areas in September 2014.
17. Wattal successfully launched anti -encroachment drives for free roadside movement of pedestrians as well as vehicular traffic in the Jammu City.
