Jammu, Mar 25: The J&K Police received highest number of RTI applications during the year 2012-13. As per reports, tabled in the assembly J&K Police received 2070 RTI applications while Rural Development Department, Jammu stood second with 2059 applications while University of Kashmir received 1653 applications. If the RTI activists are to be believed, people file RTI applications in the department where they feel corruption is rampant. Meanwhile, The Jammu and Kashmir State Information Commission (JKSIC) has also presented its dismal performance in its report tabled before government as the JKSIC which claimed of making the people aware of their right to know by organizing seminars and interactions with the people , fail to its commitment as department has received only 27,619 RTI requests. The department is able to reach on meagre number after holding 38 awareness programmes ( 22 during the year 2011-12 and 16 during the year 2012-13) and 16 training courses of the PIOs . Further, laxities on the part of JKSIC can be judged on its dismal performance as out of 1160 2nd appeal cases, Commission has yet to dispose of 134.Furthermore, out of 902 disposed of complaints, the Commission imposed penalty in 7 cases ( 2 only during year 2012-13),thus add meagre amount of Rs 1,44,250 to state exchequer. Meanwhile when contacted Registrar JKSIC Ghulam Qadir Bhat said that the report so tabled is of last year. The new report which is to be tabled in the next session has no discrency. |
