Early Times Report
Jammu, Mar 25: In the backdrop of recent Supreme Court verdict that made National Eligibility and State Level Eligibility Test (NET/SLET) mandatory for appointments of Assistant Professors and lecturers in colleges, the Jammu and Kashmir Higher Education department is yet to take a decision on eligibility criteria. Sources informed Early Times that the Higher Education department has decided to examine the Apex court verdict and the exact petition, against Supreme Court had upheld the regulations framed by University Grant Commission (UGC) prescribing minimum qualifications for national and state level entrance tests for appointment of teachers/assistant professor in colleges. Pertinently, a Supreme Court bench of Justices T.S. Thakur and Rohinton Nariman on March 19, had dismissed a batch of appeals filed by PH.D/M.Phil holders challenging the regulations as revised by the Union government but said they would only be prospective. An official in Jammu and Kashmir Higher Education department, pleading anonymity said that the department has decided to examine the exact petition, against which the SC had given verdict, removing Ph.D as eligibility criteria. "As the judgment will be uploaded on the official website after a scheduled time, we will go through the complete petition and the exact verdict details after which a final call will be taken on the eligibility criteria", the official said. Another official informed that the Higher Education department might not touch the recent Supreme Court judgment, as if it would be considered, large number of applicants would debarred from the race to Assistant Professor posts, which were already advertised but due to "court stays", the process was halted. If the Higher Education department, he said, will consider the verdict and take decision in accordance with verdict, the department will once again have to make amendments in the recruitment rules and the process will delay further. "After the new government's arrival, the higher education department has been asked the speed up the working, so that court cases will be solved shortly, we have accelerated our efforts and the matter has been discussed", he said. He further said that the decision against the petition in Kashmir wing of High Court was likely to be disposed off shortly, as the judgment was reserved by Justice H. Masoodi, after hearing the final arguments, besides the Higher Education department had been pursuing the petition in Jammu wing of High Court. The official further said that the verdict of Supreme Court might be implemented in near future and it would not make any change for the posts which were already advertised in Jammu and Kashmir. |
