Director ISM appoints close relative as pharmacist despite being ineligible for post
Rules are for fools in Government service

srinagar, Mar 25: There seems to be no end to the favouritism and unfair practices in the government departments in the state. The people heading the departments break the rules according to their convenience with the deserving failing to get the job.
Directorate of Indian Systems of Medicine (ISM) has remained immune even after employing 'pharmacists' with fake certificates. Pertinently the vigilance watchdog is already probing an embezzlement case against Director ISM, Dr. Abdul Kabir Dar.
Official records point out that Director ISM has appointed one of his close relatives as Dawasaaz (pharmacist) in the department in violation of set norms.
Under government guidelines and SRO 20 of 1992, only a candidate with matric pass certificate was eligible for pharmacist, and the basic qualification for the post was changed to 10+2 under government order no 511-HME of August 14, 2012.
Despite these rules, Director ISM's close relative, Jabeena Bano daughter of Muhammad Abdullah Bhat of Shutloo Baramulla has been employed by him despite the fact that the said candidate was found wanting on the criteria front.
As per BOSE marks certificate of Jabeena, obtained through an RTI application, she has failed in Class10th examination in 1997.
Jabeena, presently posted at PHC Sheeri in Baramulla district, had appeared in the examination under Roll Number 328422 in Jan-Feb session of 1997 and failed in Science and Social Sciences subjects.
However, she along with other 42 other candidates were nominated for pharmacist training in 2009 in the ISM, which is headed by Kabir since May 1, 2005. She also secured a pharmacist training certificate on July 17, 2009 under roll number 33 prior to her appointment from the ISM department.
In 2008, about 994 'blue eyed' candidates were illegally nominated by the Directorate for undergoing "Dawasaaz" training. After a complaint by some aggrieved candidates, the government cancelled the list vide Government order No: 121 HME (GR 0f 2008) dated October 17, 2008, and the High Court also dismissed it.
The High Court had directed then NC-Congress government to expeditiously frame rules for making nominations for undergoing Dawasaz training, but despite that the director again violated the court orders and issued diploma certificates.
The State Vigilance Organization is investigating an embezzlement case against Kabir under No: 46/2011-SLK when he was a member of Vanaspati Van Society where he had allegedly embezzled huge amount of money meant for research in herbal medicines.
Despite these accusations, the Omar Abdullah-led Government confirmed Kabir to head the department before he was temporarily supervising it and took no action against him.
