NMBS fails to take off properly in JK

BANDIPORA, Mar 25: The results with respect to the functioning of the NMBS scheme are very disappointing.
It seems as if the scheme has still not taken off in the state in spite of huge funds were allotted to the department of Social welfare here in Bandipora District of north Kashmir.
According to local resident of Chandaji Sijad Ahmad Teli that only 32% of the eligible beneficiaries are getting benefits under the National Maternity Benefits Scheme (NMBS), Out of 173 women who had institutional deliveries in past five years, only 57 women and 17 out of 63 women Below Poverty Line (BPL) who had home deliveries have been given benefit under the scheme.
There are dozens of villages in Bandipora district like Chiiti Bandi, Chonti Mula, Ranginpora, Shamthan, Ongam, Chandaji, Kunass, Kudra, K. Baba Gund were most of the Beneficiaries are left out due to unavoidable reasons, Teli told early times.
The funds were not properly utilized as matter of the fact is out of 173 women who had institutional deliveries and 57 are getting only Rs. 800 to 900 as benefits whereas they should have got Rupees 1000 to 1500 per month, Teli added.
Another local resident of Ranginpora Mohammad Shaban said that there is also a lack of awareness about the scheme among the beneficiaries.
"Deserving women who applied for these benefits are rejected and were given reasons such as not being enlisted in the Below Poverty Line( BPL) category, although they had an institutional delivery and therefore are eligible for the beneficiary since Jammu and Kashmir is a Low Performing State, Shaban informed.
Shaban says that leaflets and broacher's should be made available at the door steps in the rural areas so that benefits would not go lapse or undisbursed, and the same is being send by the central government for we people which is our right.
However a senior official from Deputy commissioner's office Bandipora told early times that, the government of India is providing the funds for this scheme in advance, there should be no reason that why funds are not available at the district level to be given to the women on time.
Official said that updated list of selected and rejected applicants should be displayed quarterly at the nominated place and ICDS centers.
I will look into the matter, why there is a delay in disbursement of funds in these rural areas and will talk to the officials of the concerned department regarding the problem, official added.
