Avinash Azad ET Report JAMMU, July 3: Under the patronage of present incumbent, Neeraj Sharma who disregarded University Council and also dragged university of Jammu into court has finally managed his entry into power corridors of JU. Sources said that Neeraj Sharma, recently promoted as special secretary to vice-chancellor was demoted, following recommendation of empowered committee, constituted by the then Chief Minister Omar Abdullah to probe administrative impropriety, favouritism and financial irregularities in Jammu University (JU). The probe committee observed that Neeraj Sharma was recruited as Assistant Registrar on March, 10, 2003 and appointed as Deputy Registrar on July, 10, 2006. "Notwithstanding the decision of the University Council (67 Meeting) to place the appointment of the Special Secretary at the discretion of VC, the appointment of Sharma without considering the similarly situated Deputy Registrars or by inviting applications, was prima facie questionable," sources added. The committee further recommended the appointment of Neeraj Sharma be reviewed by the University Council. "Infact UC may also review the earlier decision to allow VC to make an appointments as per his discretion, as such provision lacks merit, transparency and equity. Furthermore even if such discretion is available with the appointing VC there is no reasons why his successor (Vice Chancellor Varun Sahni) should be bound by the same," the committee had recommended. Interestingly, Sharma had challenged council's decision, securing stay on council's order, he remained OSD Finance, OSD DDE, OSD Director CDC, recently Prof RD Sharma has awarded him with post of special secretary to VC. They said the vice-chancellor had also promoted three Deputy Registrar to post of Joint Registrar including Jatinder Khajuria, Ashwani Padha and Davinder Mangotra. Sources said since that Prof R D Sharma, has assumed charge of VC he is working to strengthen particular community. "If one goes through recent appointments and promotions, it can be understood, a particular community is holding major posts and running affairs of the university", they added. |
