PMGSY babus alter site plan to oblige minister

Jammu, Aug 3: Minister of State for Revenue in the previous coalition government, Ajaz Ahmed Khan, had allegedly forced the Prime Minister Grameen Sadak Yojna (PMGSY) authorities to alter the site plan to build road to his ancestral house. Also, despite the status quo orders of High Court on the construction of the road, Khan had allegedly forced the PMGSY authorities and the contractor to change the plan and complete construction.
Abdul Hamid, a local villager, who had knocked the door of High Court, told Early Times that Khan, who is now MLA from Gool Arnas constituency, had managed to alter the sanctioned site plan of road from Perthkote to Chilladar only to benefit his kin.
Hamid also alleged that on the directions of Khan, the contractor of Ajay Kapoor Building Private Limited and the Executive Engineer of PMGSY had encroached upon his land for construction of road, which ran nearly five kilometers from the approved site plan.
"The MLA managed to give connectivity to his ancestral village Thruu and encroached the land without serving any notice to the tillers of the area," Hamid said, adding that their land was wasted in the construction of road that too without any surveys conducted by PMGSY authorities. Consequently, the authorities paid no compensation.
The construction agency, PMGSY had submitted proposal plan of the road from Perthkote to Chilladar to Ministry of Rural Development in 2012 at an estimated cost of Rs 5.62 crore. After receiving nod from Union Ministry, the PMGSY division Mahore started construction work on 15/11/2012.
But in between Khan had inadvertently changed alignment of the approved site plan at Bagahan to endow benefits to its ancestral village Thruu.
Hamid said he repeatedly apprised the department concerned and local administration that the contractor as well as construction agency has been encroaching his agriculture land.
"I had also informed them by sending legal notices to Union government through Secretary PMGSY Delhi, Chief Engineer PMGSY, Panama Chowk, Jammu and Executive Engineer, Division Mahore that the executive agency to save the sanctioned money for their personal benefits, has been distorting the approved alignment of the road. But all of them have been failed to take any action," he said.
He said when the department concerned failed to take any action, he filed the writ petition in the High Court. But despite order of status quo issued by HC, the contractor who is close to the former minister, has been violating it and damaged all fruit plants and agriculture land to complete the road construction. PMGSY, Executive Engineer Mahore Anil Kumar however rejected the claims made by Hamid regarding change in alignment of road. He said that former Deputy Commissioner of Reasi Shahid Iqbal had given green signal for completion of the road despite status quo ordered by the High Court.
