Deputy Director CAPD defies cabinet order
Enjoys patronage of higher ups, calls shots

JAMMU, Oct 29: Influential Deputy Director of the CAPD who was transferred to office of the Divisional commissioner Jammu in August this year has reportedly defied the cabinet order and has not joined his new place of posting.
Official sources told Early Times that this influential Deputy Director continues to be in the CAPD office despite another official replacing him. The transfer order was issued on August 19, 2015.
The official has managed to get his name incorporated in the enforcement and vigilance squad of the department despite him being transferred from the department. The squad was constituted on 23 October, 2015 under orderNo.279 DCAPDJ of 2015.
"As the influential Deputy Director has not left the office it has created confusion in the department. The influential Deputy Director enjoys the patronage of higher ups and he is ruling the roost," sources added.
Sources divulged that even the Director CAPD has not relived him which has created resentment in the department. "He (the transferred Deputy Director) is well versed with the tricks of the trade and knows how to keep the bosses happy," they added. "This influential officer has developed a cordial relationship with the higher ups, including the Minister," sources said. "He knows how to keep his bosses happy."
An official of the CAPD wishing anonymity said, "This official staying in the department and not joining his new place of posting are clear violation of rules. Let's hope someone takes note of it and puts the things straight."
Desperate attempts to contact the CAPD Director G S Chib proved futile as he did not pick up the phone.
