Demand of reorganization disturbing, communal: Khanna
BJP's big U-turn

JAMMU, Oct 29: Is the demand in Jammu for a separate state disturbing and communal? Yes, says BJP national vice-president and in-charge J&K BJP Avinash Rai Khanna, who knows nothing about the state and its diversity. "The BJP, like other secular parties, want development in all the three regions (Jammu, Kashmir and Ladakh) on equal basis and the party does not believe or lay stress on any kind of discrimination. BJP is not in favour of trifurcation as this party looks at Jammu and Kashmir as a single entity," he on Wednesday said, and added that those who demand reorganization of the state only "bring a slur on the name of our party" (BJP).
It is clear from his statement that he is blissfully ignorant about the stand of the BJP on the issue. Had he looked at the J&K BJP's resolutions adopted from time to time during the time of Nirmal Singh and Ashok Khajuria, he would not have committed such a mistake or he would not have dismissed as "communal" the local BJP unit as well as the RSS, the BJP's source of inspiration.
The J&K unit of the BJP after 1990 not once but at least thrice adopted unanimous resolutions on reorganization of the state on a regional basis, saying such a reform alone could end Kashmiri domination and discrimination with Jammu people and Ladakh region. Two of its resolutions clearly said that the state must be reorganized and Jammu region be granted a political instrument invested with administrative and financial powers. Another resolution demanded trifurcation of the state and legislative, executive and financial powers for Jammu region. All these resolutions were adopted during the party's executive meetings in the presence of the in-charge of the J&K BJP, including Prof O P Kohli, presently Governor of Goa.
If the J&K BJP adopted at least resolutions on reorganization/trifurcation, the RSS in 2002 floated Jammu State Morcha (JSM), which contested the 2002 Assembly elections in Jammu region on the statehood plank. The RSS had adopted resolution at Kurukshtra that demanded separation of Jammu region from Kashmir and grant of the status of statehood to Jammu region. The JSM won one seat in the 2002 assembly elections and the person who won the Bishnah seat was Ashwini Sharma, now with the BJP.
Khanna describes the demand for reorganization/trifurcation disturbing and communal, but at the same time the BJP promised Union Territory status for Ladakh and won the Leh Council elections this very month.
It was on October 1 that the BJP Leh Unit in its nine point agenda released for October 17 Ladakh Autonomous Hill Development Council (LAHDC) elections at Leh had, among other things, promised UT Status for Ladakh, saying "it was a long standing demand of the people of the region". The manifesto was released by none other than party general secretary (organization) Ashok Kaul at a press conference. He was flanked by MoS R&B, Sunil Sharma and one party general secretary and other leaders from Ladakh region on the occasion.
Why one yardstick for Leh and another for Jammu? Grant of UT status to Ladakh, like the grant of status of statehood to Jammu region, means separation Kashmir. Why negative attitude towards the people of Jammu region? Khanna has to explain. He and his party cannot have a different approach towards Leh and Jammu since the problems facing the two regions are the same. It seems the BJP is punishing Jammu people to appease its Kashmiri masters. The badly let down people of Jammu region are watching all the activities and all the actions of the BJP.
