Panchayat heads make hay while villages suffer

Baramulla, Nov 20: The village heads have been misusing their official position and miss no opportunity to make a quick buck. Reports said wells meant for the villagers are taken home without taking the Gram Sabha into confidence.
According to official details during financial years 2012-2013 and 2013-14, the rural development department Baramullah proposed construction of eight 'dug-wells' in rain fed areas for poor people with each costing rupees 60,000.
However according to locals of village Qantarbugh, out of eight dug-wells sanctioned village heads of the area Ghulam Muhammad Bhat of ward number 8, Muhammad Afzal Mala of ward number 5, Muhammad Jafar Bhat of ward number 5 and Muhammad Yousuf Bhat of ward number 6 in nexus with concerned officials constructed four dug-wells within their premises.
Locals said that department and village heads sanctioned construction of remaining four dug-wells for other four families without taking locals of the area into confidence as per guidelines of the Panchayat system of the constitution of India.
They said that almost all village heads of Baramullah associated with different political parties considering benefits under centrally sponsored schemes as their legacy also frame list of people to construct Houses under Indra Awas Yojna (IAY), construct dug-wells, flood Barriers near rivers, drains and fencing etc under MGNREGA who are associated with them through blood or political relation and altogether ignore poor people.
People from different villages of the area informed Early Times that village heads themselves never conduct a Gram Sabha and even without consulting locals grab benefits under different government schemes.
According to legal experts Article 243 (A) of the Constitution of India inserted by 73rd Constitutional amendment act describes the composition of Gram Sabha. It is a body consisting of all persons registered in the electoral rolls of a Gram Panchayat.
The Article 243D also states that a Gram Sabha possesses all the powers endowed on it by various Acts and Rules issued by the State Government. Thus the 73rd and 74th Constitutional Amendment Acts have provided an opportunity for the persons registered as voters in the village to directly participate in the decision making process. Contrary to what happens in Kashmir, the selection of beneficiaries for Social Security Schemes like old age pensions, disabled pensions, Pension for Widows, Pensions for handloom workers etc should be done through Gram Sabha.
Meanwhile Assistant Commissioner Development (ACD) Baramullah assured early Times that he will personally look in to the matter.
