Jammu, Apr 26: The Government College of Education Jammu had reportedly purchased electronic items worth Rs. 55,000 from open market, without inviting any tender besides the payments were made to the dealer on simple performa bill rather than on invoice bill. According to the documents in possession of Early Times, the Government College of Education Jammu on 23/2/2015 purchased electronic items including wireless MIC AWM, MIC SHM, MIC Stand DGN, MIC Stand DGT, Megaphone PM, Amplifier SSB, MIC AUD, MIC PIN, worth Rs. 55859 from open market in the year 2015. All the items were purchased by the then purchase committee of College, comprising Prof.AnjuBala, Dr. Raj Singh, Dr. Mohammad Zubair, Dr. Anil Verma and Prof.Babu Lal from Jain Radio Co, Residency Road Jammu. Moreover, the payments were made to the dealer on performa bill, and on the back page of bill, the committee members have written as, "Items purchased by committee members after having through open market survey from the authorized dealer at the lowest authorized company rates". It further reads, "Items purchased are as per both specific and quality and quantity approved by the committee members. Hence bill is recommended for the payment". An RTI activist pleading anonymity alleged that the purchases were made by Committee in violation of the codal formalities and standard procuring procedure as detailed in JK Financial Code Vol-I, thereby causing huge loss to the state exchequer and pecuniary gains on the other hand. The then Principal of Government College of Education Dr.Ajeet Angral said that items were purchased by the then purchase committee of college from the authorized dealer on approved rates. An official of secretariat said that some of the items were purchased by college authorities without inviting tenders on DGS&D rates. "If the items are available on DGS&D rates the requirement for inviting tenders or quotations does not arise", he said, adding that most probably these electronic items might have been purchased on the approved rates. |
