PHE deptt fails to establish 'Research and Development cells'; monitoring of schemes suffers

Jammu, May 28: Showing non-serious approach towards its various executed and undergoing water supply schemes across the State, the Public Health Engineering Department has not yet established Research and Development cells to study the monitoring and evaluation reports of the schemes.
Sources told Early Times that according to the National Rural Drinking Water programme guidelines, the State Government was required to establish Research and Development cells with adequate manpower and infrastructure.
"The each cell has to keep liaison with the State Technical Agency which has to assist in planning and designing sound and cost effective Rural Water Supply schemes with special emphasis on sustainability of the source and to assist in preparation of action plan for both software as well as hardware activities," they said. They further informed that the cell has also to keep coordination with monitoring and evaluation units and study the monitoring and evaluation reports for initiating the appropriate follow up action on the water supply schemes executed across the State but shockingly no such research and development cell was created by the State Government giving a huge set back to the proper execution of water supply schemes.
Moreover every Research and Development Cell has to work with State Technical Agency in preparation, scrutiny and vetting of Detailed Project Reports of water supply schemes for the proper execution so that the benefits the schemes may percolate to the rural people where drinking water supply has not reached.
With the lackluster approach of Public Health Engineering Department, the prime objectives of the programme like for ensuring drinking water security to every rural household by utilizing multiple sources of water, ensuring sustainability of the system, institutionalization of the water quality programme through community participation, creation of awareness among masses, training of manpower and ensuring transparency in implementation through online Management Information System have suffered hugely.
