Lapse of Rs 50 cr for offsite campuses

Early Times Report
Jammu, May 28: A 3-member enquiry committee constituted by University of Jammu to fix responsibility of officers, for lapse of over Rs 50 Crores has come under question as the officers allegedly responsible for lapses, have been made members and convener of the committee.
As per order issued by University of Jammu, on 13/5/2016, an enquiry committee comprising five members was constituted by University of Jammu, vide order number Estb/1673-80.
The order reads as, "In order to enquire into the reasons for lapse of funds and fixing of responsibility for the lapses of funds, released by University Grants Commission to offsite campuses, Vice Chancellor is pleased to constitute the committee, which will submit its report within eight weeks of issuance of the order".
Criticizing the constitution of committee, sources said the convener of the enquiry Committee was also the Chief Coordinator of offsite campuses. "He is also coordinator of Ramnagar campus and how he will enquire, if he would have been responsible for lapses", an official said, adding that moreover, yje 2-members of the Inquiry Committee could also be held responsible for lapses.
Sources further said that despite the funds to the tune of Rs. 62.5 Crores were lapsed in the March 2015, but the enquiry committee was only constituted after lapse of nearly 14 months, which only speaks the volumes of insensitivity on part of JU authorities.
The inclusion of officials, allegedly responsible for the lapses of funds was also intriguing and indigestible. "It will be merely an eye-wash and none will be held responsible", sources alleged.
An official of Vice Chancellor Secretariat of JU said that the funds were lapsed during in March 2015 but for the lapse former Vice Chancellor Prof. MPS Isher and the officials heading various posts during that time, could be responsible.
He said that though offsite campus coordinator has a role but the lapses were due to various issues and technical problems for which usually Works Department and Finance wing were responsible.
On being asked, about heading of the committee by Coordinator Ramnagar Campus, he evaded the query.
