Reluctant to hold BDC elections, Govt begins construction of BDC Complex

jammu, Sept 15: Responsible for the systematic failure of the Panchayati Raj institutions in the state, government is laughably contemplating construction of buildings to house the non- existent Tier-II institutions of the Panchayati Raj.
On September 11, Minister for Industries and Commerce, Chander Parkash Ganga, along with Minister for Rural Development and Panchayati Raj and Law and Justice, Abdul Haq and Member of Parliament, Jugal Kishore Sharma today laid the foundation stone of Block Development Council Complex, Vijaypur.
Reacting sharply over the development, former representatives of Panchayati Raj Institutions lambasted the coalition government, which has so far failed to hold elections for panchayats, term of which was ended on July 16.
"Constructing a Block Development Council Complex to the tune of Rs. 40 Lakhs for an institution which is non-existent is only to generate money through commission from the contractor", a Panchayat representative said.
He further said that if government was really serious to empower the Panchayats, why it was still indecisive to conduct elections for Panchayats, term of which expired on July 16.
"Out of 4128 Panchayat ghars, nearly 800 are still in rented buildings. Even several hundred Crores rupees of liabilities under MGNREGA are still pending and government failed to do anything for it but its ministers are interested to start construction of buildings for the institutions, which are non-existent", he further said.
He further said that so far elections for IInd tier institutions, Block Development Council were not conducted so far and there are no possibilities. "Government has to constitute a separate Election Commission and Finance Commission but it has failed. Actually government is uninterested to hold elections for IInd and IIIrd tier institutions, which will ultimately reduce the power of MLAs", he said.
"Instead of empowering panchayats, coalition government had attempted to weaken them by bringing an amendment bill", the representative said.
State President of All Jammu and Kashmir Panchayat Conference (AJKPC) Anil Sharma the present condition of Kashmir could also be attributed to failure of government to hold elections for Panchayat institutions. "If Panchayat representatives will be in place, they will have contact with masses of Kashmir valley and will enhance confidence of people in democracy and there will be no turmoil", he said.
Invoking Prime Minister Narender Modi's slogan of "Vishwas and Vikas", Sharma said, "If panchayat institutions will be fully empowered with separate Election and Finance Commission, the panchayats would be strengthened but government seems non-serious for it."
"It is beyond comprehension as why not Panchayat ghars are beiong constructed, many of which are running from rented buildings, but complexes for non-existent institutions are being constructed", he said, adding that the complex would be among thousands of newly constructed abandoned buildings of various departments and nothing more.
