No end to Govt's apathy towards Agriculture officers

Kathua, Sept 15: The agriculture sector has largely remained victim of official apathy as it gets least budgetary share there by making farming unprofitable and unattractive especially for youths. The Agriculture officers who took up the Noble task of uplifting the socio economic conditions of the farming community by making farming profitable through dissemination of appropriate technology, are the worst sufferers due to ignorance of vital cadre.
The majority of Agriculture extension officers who were appointed from 1976 to 1980 have retired on their entry level post without a single promotion in their entire career. Now, the Officers who joined the service from 1981 to 1983 are likely to retire without any promotion in their career and consequently will be entitled for entry level pension after rendering more than 30 years of regular service in the department.
Out of more than 200 VEW appointed in 1984 through ReZ scheme only 67 have been confirmed as AEO & rest are working as AEO incharge. It is pertinent to mention here that seniority issue of Agriculture extension officers appointed through public service commission in 1989, 1998, 2001 & 2008 has not been settled yet due to unnecessary litigation by scores of unscrupulous elements with intention to get undue benefit out of present scenario.
At present number of posts at each level from SDAO to CAO are lying vacant & the officers who are working against these posts in charge capacity are still AEO. 80% posts of subject matter specialists who are very important for training of extension personnel are lying vacant. Further, unlike veterinary doctors the Agriculture extension officers have not been entitled running grades /time bound promotion s due to which their own subordinates draw more salaries there by making mockery of the system& creating embarrassing situation for gazetted officers.
As there is good scope of Agriculture in state which has not been tapped fully due to certain bottlenecks, the serious efforts need to be made to revive the vital sector but this is not possible without development of human resource associated with the sector.
It is important to review the cadre by reviewing the gazetted agriculture service rule ,ensuring assured career progression scheme for the cadre &,conducting timely DPC .Moreover as an interim relief policy of one man one post can be adopted in Jammu division on the pattern of Kashmir till the vexed issue of seniority is settled. Agriculture is considered as the back bone of national economy. It is the main source of livelihood for rural people in villages & provides employment to more than 56 % people. The responsibility to feed the burgeoning population lies upon agriculture sector but ironically the condition of both farmers & agriculture technocrats associated with the noble profession is miserable.
