GMC&H Principal reverses cabinet order on PPP mode

JAMMU, Oct 6: The state cabinet had last year decided to start Public Private Partnership (PPP) mode in Government Medical College & Hospital, Jammu to provide diagnostic facility to patients, but the incumbent Principal of GMC has reversed the cabinet decision and ordered closure of the facilities.
It is pertinent to mention here that though the neighboring states' governments are enthusiastically adopting the PPP mode to provide better health care, the only CT scan machine installed under the PPP in GMC&H, was sealed on August 31 over alleged irregularities and exorbitant charges taken from the patients by the diagnostic centre.
An official in the hospital said that after the change of guard in the state, a conspiracy was hatched against KRSNA Diagnostics Private Ltd to kick out it from the hospital. The head of the hospital, without wasting any time, and to get blessing of the minister concerned, served the notice and sealed it on the same day.
It was alleged that the diagnostic centre has been charging exorbitant amount from the patients (as mentioned in the order of published on August 31).
"As a result of closing the facility, the patients are making rounds of the hospital for CT scan. However, the already existing CT scan machine in the hospital can't cater to the huge patient rush in the premier hospital. Ultimately the patients have to move for private diagnostic centers", the official said.
A medico said that when the GMC&H administration had installed the CT scan machine, it was believed that the already two installed CT scan machines at hospital premises and CD Hospital, Jammu, were inadequate because everyday hundreds of patients visit there.
During the previous regime, the then Health Minister, Taj Mohiuddin had convinced the cabinet colleagues to pass an order for installing the CT scan machine in both the premier hospitals, and the cabinet approved it.
"Then, following the communiqué and set norms were envisaged in the cabinet order, the then principal, Shashi Gupta on behalf of Government Medical College Hospital &Associated Super Specialty Hospital had signed the Memorandum of Understanding (MoU) with KRSNA Diagnostics Private Limited on January 2, 2014."
The closure order passed by the incumbent principal had clearly read as "Medical superintendent medical college hospital, Jammu shall immediately seal the premises presently occupied by Private firm M/s KRSNA Diagnosis Pvt. Ltd. till all dues are cleared." But the question arises why the administration without any intimation and without clearance of dues closed the facility, which only hints at something fishy in the entire episode.
The ban on the facility is ultimately benefiting the numerous private laboratories in Jammu city, which have been giving huge commission to the doctors for receiving patients. The PPP mode facility had reduced the profit of these private laboratories and there is every possibility that the private laboratories are behind the closure of the facility in GMC&H.
