Investigation into Hawala funds of so-called Hurriyat leaders goes missing?
Azadi' brigade siphoned-off crores

JAMMU, Oct 6: Where has the investigation into crores of illegally obtained funds by four so-called separatist leaders of Kashmir valley gone despite both central and state level intelligence agencies having hard evidence available with them?
All have fallen silent and the inquiry has vanished in thin air for the reasons best known to both the central and the state agencies. According to the details available with Early Times, the investigation had started way back in August-September 1997 when an investigation had revealed that at least four separatist leaders had been found siphoning off funds received for supplementing efforts being made for secession of Kashmir from India.
They were found to be using proxy and dummy accounts to harbour illegally obtained funds from both Pakistan and Middle East. Investigation had found hard proof of massive sums of money collected for the reconstruction of various shrines and relief for those who lost either material or men in the conflict. The money had been sent through various channels and in one particular case, a Doda based Hurriyat leader had received huge sums of money for distributing among those who lost their kith and kins but he had not distributed even a penny among the deserving.
Instead, he had purchased bulls and handed them over to the deserving families, the investigation had revealed. An incident has also found its way into the investigation. The Doda based Hurriyat leader had got two bags full of Indian currency and on being told that a police team was likely to raid his residence, he had managed to get both the bags shifted to the house of a Hindu neighbour, the report claims while adding that the Hindu neighbour did not bother to even check what was in the bags and instead, kept the bags in his house for several days.
The report further says that a curious child once tried to find out what was inside the bags and using a blade found that the bag was full of money. He immediately told his father who sent both the bags back to the home of the separatist leader, the investigation found. Fearing expose, the separatist leader called his minority neighbour home and offered him some part of the money, says the report adding that the neighbour reluctantly accepted the money but later revealed all this to one of his relatives who is these days an officer in Jammu and Kashmir Police (JKP).
Not only this Doda based separatist leader, a Rajouri based Hurriyat leader had spent a huge amount in Jammu to strengthen his base. He would offer Rs. 10000 to Rs. 1 lakh on the drop of hat to anyone joining his cause and spreading separatism in Jammu region, investigation had found out. According to the report, the leader was put behind the bars for receiving money through Hawala channels and using the same for creating assets to be later used for subversive activities.
Investigation had revealed that the separatist leaders had converted the funds into personal assets and left the deserving in lurch. Those who got their kith and kin killed for so-called 'Azadi' were left in lurch and waiting outside the doors of these high profile so-called separatist leaders who were out to make money and nothing else, the investigation had revealed.
It was also reported that Central Bureau of Investigation (CBI) had filed First Information Reports (FIRs) charging these leaders with Hawala offences but the Central investigative apparatus always displayed curious reluctance to go deep into the matter. If intelligence agencies are to be believed, the FIRs are still pending with CBI and have been long forgotten. It needs to be mentioned here that Pakistan's Inter-Services Intelligence (ISI) routinely uses the West Asian Hawala network as well as "Kashmiri pressure groups working from the U.K. and United States" to fund politicians affiliated to terrorist groups. This money is then passed on by these leaders to armed organisations.
Investigation had further found out that much of this money is skimmed off by the Hurriyat leaders, as well as their proxies, who include businessmen and journalists, for personal benefit. It had also dug deep and found out that almost all the Hurriyat leaders had received huge amount of money from outside the state and country, siphoned off the same and extended a meagre amount to the deserving families. Whether or not a fresh investigation would be launched against the so-called and truth made public is to be seen?
Investigators accept that need of the hour is making the reality about the Hawala funding public and ensuring that people of the state get to know the reality so that thugs are put behind the bars once and for all. However, they feel that given the situation in Kashmir valley, need is to investigate both funds collection route of the separatist leaders and pending income tax returns.
