Early Times Reporter Jammu | Nov 26 "All lines to the route dialed by you are busy, please dial after some time". And when dialed after sometime, the computerized message says, "the subscriber is not reachable, please dial after sometime. This is what the subscribers of the cellular services in Jammu get to hear most of the times when they try to make a call from cell phones. The Bharat Sanchar Nigam Ltd and its ace private competitor Airtel are these days virtually ruling Jammu and Kashmir. The report of task force on Jammu and Kashmir economy claims that the cellular service in the state is expanding very fast and is far ahead of many other states in the country. There is no doubt that the teledensity in Jammu and Kashmir is one of the highest in the country and just close to the national average. Ironically, this expansion seems to be just in numbers and not in the quality. Early Times Reporter Jammu | Nov 26 Each time Chief Minister Ghulam Nabi Azad visits Delhi, the rumour mill starts churning overtime guessing consultations with the Congress high command for long overdue cabinet expansion. Interestingly, Azad has been off to Delhi about a hundreds times since August last year –when he inducted some new ministers –but the much awaited expansion has not taken place. This time when Azad is again in the Union Capital, his official spokesman has sought to inform all that the Chief Minister is there "to push the development schemes for Jammu and Kashmir". Early Times Reporter Jammu | Nov 26: To formulate a comprehensive plan for rehabilitation of the militancy victims, as recommended by the Prime Minister's Working Group, the state government is launching a survey of affected people. The survey is being conducted by the state's Social Welfare Department in coordination with the Rehabilitation Council. December 31 has been set as the deadline for completion of this survey. This will be perhaps the first such survey to obtain the authentic and reliable details and numbers of the actual militancy affected people, particularly the number of widows and orphans.
