SRINAGAR, Nov 6: Facing allegations of enacting “Chittisinghpura-2” well on the arrival of the US President Barack Obama in India, Army has yet again landed in the dock for violating Standard Operational Procedure (SOP) in a Sikh population village in Anantnag district, in South Kashmir, over 10 years after the massacre of 35 members of the minority community during then American President Bill Clinton’s visit to this country. Meanwhile, Kashmir valley’s stone pelting has consumed two more civilian lives on umpteenth day of Hurriyat (Geelani)-sponsored ‘civil curfew’ today.
Authoritative sources in South Kashmir told Early Times that five persons of three different families were on way from Zainapora to Shopian in a fresh auto without registration when a number of stone pelters began targeting the vehicle at village Nagbal. A massive search operation was launched in Jakole forests of Billawar in Kathua today following inputs about the movement of militants there.
Police sources said the operation was launched after some locals reported that they had seen some militants with rifles hung on their shoulders.
Simultaneous searches were also launched in the Mastgarh forests, the sources added.
Cops had not got any clue to the whereabouts of militants when reports last came in.

An anti-Samba district administration protest was held at the main Ramgarh chowk Friday after 20 odd stalls of fire crackers were burnt to ashes in the absence of fire tenders.
The municipal committee had given permission to people, mostly unemployed youth, to temporarily set up fire crackers' stalls at an open space in front of naib-tehsildar's office at Ramgarh.
Though the the municipal committee had taken fee from the stall owners, it did not station fire tenders near the ground to meet any eventuality on the Deepawali day.

Twenty kilograms of charas has been seized by police from five smugglers in Katra area in the past four days.
A Kashmir-based smuggler and his two local associates were apprehended by police from near Katra Wednesday along with 10 kg charas.
In continuation to the drive against narcotic smugglers, two Kashmir-based men were, however, arrested today from near the Shree Mata Vaishno Devi University at Kakriyal at Katra along with 10 kg charas, police sources said.

The legal experts say yes. “The proceedings in such cases begin with filing of challans in competent courts of law.
