| Sarpanch forced to pay back Rs 5.53 lakh into Govt chest | | Attempt to kill whistleblower of Budgam IAY Scam | | Early Times Report
Srinagar, Dec 20: The brother of the sarpanch who was exposed in IAY scam in Budgam district tried to kill the RTI activist and whistle blower who brought out the scam and eventually the sarpanch in question had to repay part of the money fraudulently withdrawn. In June this year a semi literate young man has exposed a scam in Rural Development Department wherein the local Sarpanch in connivance with officials of the BDO office Chadoora in Central Kashmir's Budgam district had illegally distributed cheques amounting to more than 13 lakhs among his close relatives. The whistle blower who appeared twice on CNN IBN citizen Journalist show has used Right to Information Act and obtained the IAY list of year 2011 from BDO office Chadoora and the list had revealed that the Sarpanch of Kutabal village in Chadoora block of Budgam district namely Mohammad Aslam Khan alias Thakkar along with his father Abdul Ahad Khan who is the Deputy Sarpanch of the same village has provided cheques alias Rs 48,500 to his 27 relatives which included some minors and relatives living in other villages some of whom are Govt employees also. After being exposed by the whistleblower namely Fayaz Ahmad Khan the sarpanch and his father had refunded some part of the fraudulently swindled money meant for housing of rural poor in central Kashmir's Budgam district. The Sarpanch Muhammad Aslam Thakar & the Deputy Sarpanch Abdul Ahad Khan had deposited Rs 5.33 lakhs into the Government treasury as they feared getting arrested.The whistleblower has also filed a case in Special Anti Corruption Court, which has asked the Vigilance Organization to probe into this matter. After getting exposed and made to pay the money into Govt treasury the Sarpanches brother Iqbal Khan tried to kill Fayaz by trying to hit him with his speedy car on Wednesday in Chadoora market. Fayaz had a close shave after jumping from the road but the attacker according to Fayaz is roaming free till date and has not been arrested by the police in spite of the fact that Fayaz lodged a complaint with local police in this connection. Pertinent to mention that both Sarpanch and the Deputy Sarpanch are noted workers of National Conference and people are scared of these people who have made life of poor people the area very miserable. "Ahad Khan and Aslam Khan get all contracts from R&B and Rural Development and the money which is provided for BPL people to construct houses under IAY scheme is given to such people who do not deserve it and majority of the IAY sheds have not at all been constructed. Fayaz also alleges that Ahad Khan and his son are using JCB (bull dozer) to undertake NREGA works in the area thus depriving poor population do labour work under this scheme. Few months back Ahad Khan and his son's had attacked Forest officials of Pir Panchal Forest division when they had gone to Kutabal village to stop encroachment of forest land under taken by Ahad Khan. He was leveling forest land with the help of JCB and when the Forest officials lead by a Forester tried to stop this, Ahad Khan attacked the officials. An FIR has already been filed in this regard at P/S Chadoora. A forest official told Early Times that Ahad Khan has several FIR's registered in various police stations related to timber smuggling but no action is being taken against him. Fayaz Ahmad Wani has appealed Chief Information Commissioner to intervene and has send a copy of the compliant to him as well. " I am sure CIC G R Sufi will take up this matter with DG Police and if such people are not taught a lesson no body will dare to use their right under RTI Act Fayaz further added. Fayaz has demanded for police protection. |
