KVS authorities violating constitutional provisions

Jammu, Jan 9 : Thakur Raghubir Singh Chib Chairman (RAC) Central Board of Workers Education, Government of India, Ministry of Labour & Employment and State General Secretary INTUC J&K and has expressed grave concern over the statement of AS Gill Officiating Deputy Commissioner Kendriya Vidyala Schools (KVS) saying that the KVS authorities are misusing their official position and violating the constitutional provisions of law applicable to the employees of the KVS and harassing them.
Chib pointed out that the INTUC is a workers federation for the cause of working class and any worker irrespective of the fact that the worker is affiliated to the INTUC or not can have the service of this federation. Chib reiterated that KVS employees are governed by the CCS (CC&A) Rules 1956 for settlement of their disciplinary cases. He said that there is an elaborate procedure laid down in the CCA (CC&S) Rules 1956 which is a great safe guard against any arbitrariness or injustice.
The rights envisaged under the CCA (CC&S) Rules have not been recognized properly and have been violated. He further pointed that hundreds of employees, many of whom have even completed service qualifying for pension, have been thrown out of service, or awarded other sever punishments, but without holding of any enquiry. These are the cases of misrule and misuse of official position by the officers of the KVS organization, which is illegal, unlawful and against the norms of natural justice. He pointed out that the people sitting in the Ministry of HRD are helping the corrupt officers of KVS, making mockery of law and spoiling the character of the nation as a whole. Though the matter was taken up with the president union of India on 30th Mar 2011 and fourteen reminders have already been submitted in the office of the President Union and the President union of India has also sent several letters to the Secretary Ministry of HRD for forwarded action taken report to the applicant on the application of the applicant, but no action has been taken in this regard.
