| Budgam weaver mocks at RDD advertisement | | Loses 6000 to graft, Secretary orders probe | | ET Report SRINAGAR, Jan 9: Even as the Rural Development Department (RDD) trumpets its achievements through paid advertisements, a poor villager of district Budgam has been forced to grease the palms of the officials and the panchayat members. According to details available with Early Times , a poor villager belonging to scheduled tribe Gujjar community from Neegu village of Chadoora block in Budgam district was asked to pay a bribe of Rs 6000 for getting enlisted under rural housing scheme commonly known as Indira Awaas Yojna (IAY). The poor villager has approached Commissioner Secretary Rural Development, Farooq Ahmad Peer who has initiated a probe. Nazir Ahmad Deedad hails from a BPL family and as such is entitled under Indira Awaas Yojna. Deedad works as a carpet weaver earns hardly Rs 100 a day. In his complaint, Deedad alleged that the Panchayat members and the VLW of Neegu village forced him to pay a bribe to get his amount due to him under the scheme (Rs 48,500 rupees) released. He has filed a complaint before Ministry of Rural Development New Delhi as well. Nazir in his complaint addressed to Secretary Rural Development Govt of India and Commissioner Secretary Rural Dev J&K has said that he was enlisted in IAY beneficiary list by the local panchayat in 2012 but after receiving first instalment of Rs 25,000, the Village Level Worker Mohammad Shafi (Panchayat Secretary) who was posted in the village that time forcibly took Rs 2000 from him. After getting the second instalment of Rs 23,500 a Panchayat members took Rs 4000 from me through their husbands, Mushtaq Sheikh husband of Panch Ms Gulshan Ward No: 4, Nazir Poswal husband of Panch Ms Zulikha Ward 1, Shafi Doe husband of Ms Rubeena Panch Ward 7. Nazir told Early Times that he approached many officials including the Sarpanch Ghulam Qadir but no action was initiated. Now he has approached Secretary RDD Govt of India and J&K and has requested them to kindly get this matter probed and initiate action against the officials of BDO office Chadoora and the concerned Panches of the Panchayat Neegu. According to sources, the Commissioner Secretary has initiated a probe through Director Rural Dev Kashmir. It is pertinent to mention here that last year another Sarpanch of neighbouring Kutabal panchayat in Chadoora block Aslam Khan and his father Ahad Khan embezzled Rs 13 lakhs under IAY scheme but till date no action was taken against the duo. The embezzlement was reported by local as well as National media and CNN IBN. |
