| Cop charged of molestation gets promotions, awards | | What lies beneath J&K's crusade against rape! | | Early Times Report JAMMU, Jan 9: While attempts are being made to project Chief Minister Omar Abdullah as pioneer in the crusade against crimes against women by incorporating capital punishment in the existing anti rape law of the State, what lies beneath this promotional campaign is awful and appalling. Beyond the displeasure expressed by the CAG against the Jammu Police for its dismal prosecution, resulting in poor rate of conviction in all kinds of crimes including those against women, the Government has not only failed to punish those indicted in crimes against women, but has granted them awards, promotions and important postings. Rafiq Manhas, the former SHO Police Station Gandhi Nagar is a glaring example, who was not only granted promotion, but also was given award of meritorious service even though serious charges of molestation in detention were levelled against him by a university student. Vinisa Chisti, resident of Kashmir, now in New Delhi, was molested in Gandhi Nagar police lock up by former SHO. The girl in her complaint alleged that she was molested by the SHO in police station Gandhi Nagar. She said while she was sitting with her foreign friends in Jammu University Cafeteria, some goons passed a remark. The girl slapped one of them and found herself in the police lock up where she was allegedly molested. The girl lodged a formal complaint and sought intervention of the Chief Secretary who ordered an enquiry. However, the enquiry held that the girl was in the lock up for two hours only. On the basis of this report, he was exonerated and then promoted. Now he is a DySP and posted in his home town Kathua. The erring SHO was even awarded a medal for his `meritorious' services. The seriousness of the Government in punishing those who target women can be gauged from the fact that rather than deputing a lady officer to probe the serious allegations as directed by the Supreme Court in cases of this kind, a male officer of the rank of DySP was asked to hold inquiry rendering it a farce even before it was set up. |
