| PDD spends Rs 27 cr annually on repairing transformers | | Half of 35000 installed transformers get damaged every year | | Early Times Report JAMMU, Jan 9: The Jammu and Kashmir Power Development Department is spending Rs 27 crores on an average on repairing damaged transformers, but has desisted from installing capacitors on transformers which according to estimates could cost Rs 50 crores but shall save Rs 65 crores to the State exchequer annually; besides, it would save Rs 30 crores of the consumers on account of damage caused to the electronic gadgets due to voltage fluctuation. According to official figures, 35000 transformers are installed in the State and 50% of these get damaged costing Rs 27 crores to exchequer as Rs. 15000 are required on an average for repairing each transformer. This is the expenditure other than the financial irregularities which could have been avoided if the capacitors would have been installed on distribution transformers in the State-a move-which could have eventually saved another Rs 65 crores annually -the State is currently spending on purchase of reactive energy from outside. In cash-starved State, where you don't have money to pay remuneration to hundreds and thousands of daily wagers and casual labourers and other contractual and adhoc employees including about 1000 casual labours in PDD itself, the department is unmindful of the losses caused to the State exchequer. Reports collected as early as in April, 2012 suggest that financial irregularities worth around Rs 50 crore have been pointed out on execution of different works in different divisions including Bijbehara, construction division-I Bemina, Jammu, Leh and EMNRE divisions-II and V in Rajbagh and Ganderbal. That apart, the PDD is expending Rs 27 crores annually on repairing damaged transformers but ignores the direction from the State Electricity Regulatory Commission to install capacitors on Grid Stations, Receiving Stations and Transformers which could have saved hundreds of crores both in public and private sectors. The aggregate Technical and Commercial losses have gone up to 74% in J&K which is the highest in the country and the PDD is realizing charges (tariff) for just 26% of the total energy. Installation of capacitors could have generated reactive energy making the State at least self reliant in that form of energy which again could have saved hundreds of crores. On the other hand PDD is one among the top rated departments as for the irregularity and misappropriation of public money is concerned. In fact, after PHE, Irrigation, Flood Control, R&B, it is the PDD where bunglings are reported on a very high scale. |
