Should Ministers be accessible to NC workers alone?

Srinagar, Feb 7: The Jammu and Kashmir Chief Minister, Omar Abdullah has once again set a wrong precedence by issuing a roaster for Ministers of his party to lend audience to the party workers at National Conference Headquarters both at Jammu and Srinagar on fixed days.
The decision is fraught with consequences of misuse of power and will ultimately establish a wrong practice of discriminating between the people on political considerations as according to the roster, the Ministers shall be available to people at the NC's party HQ.
The move is also seen as vindication that Omar has failed in providing governance to the people of the State and now it is a desperate attempt to revive the National Conference on the expense of State exchequer.
The decision is certainly fraught with the consequences of making the Government stooge of a particular class. The public exchequer will be reserved of this section with serious implications of rendering the administration and system to a subservient role. The roaster issued by the Chief Minister has already evoked serious reactions from all other sections of the society who see this as yet another attempt to use power for personal and party gains. As such the decision is questionable and is likely to generate a debate in the coming Assembly session.
Professor Noor Ahmad Baba of Kashmir University while commenting on the issue said, "Ministers are for people not for the party, it is not a proper decision and amounts to misuse of official position," adding, "I don't think Ministers can deputed for strengthening the party, they belong to, their obligation is to the whole State and to whole legislature". Baba said that the decision can be contested because they have been directed publicly for giving special treatment to those visiting SK Bhavan or Nawa-i-Subhu.
"Why should they (Ministers) not be available to the public in the Civil Secretariat, why should not they be available to the people at their residences," questioned a senior lawyer while commenting on the issue.
Senior PDP Leader and MLA Lolab, Ab Haq Khan told Early Times on phone that it is a desperate attempt to rejuvenate the party cadres through abuse of power and misuse of official position of the Ministers.
"It simply means they want to give special treatment to the NC workers at the cost of the general public," Khan said and added that this was yet another excuse to use the State machinery for partisan political interests.
Senior Panthers Party Leader and MLA, Balwant Singh Mankotia termed the decision as unfortunate. "This is really unfortunate, the Ministers whose performance is already zero have now been reduced to the Ministers of NC party," Mankotia told Early Times.
