| Administrative acumen, knowledge about J&K gives him edge | | Khanday emerging as 'unanimous' choice for CS post | | ET Report jammu, Feb 7: With speculations going on over next Chief Secretary in the State, Iqbal Khanday Financial Commissioner Finance is emerging to be final choice with consensus between the allies NC and Congress over his name for more than one reason. Khanday , son of the soil is being seen as the front runner and most appropriate person for the highest seat of bureaucracy purely on account of the merit and advantages he holds in comparison to the two other names Parvez Dewan and Anil Goswami, also strong contenders for the coveted post. The coalition in fact has already given an indication to this effect when he was elevated to the post of Financial Commissioner Finance in November last year. Sources said though a section within ruling NC may have some reservations in appointing Khanday as Chief Secretary for whatever reason, but certain points and the edge in terms of superb administrative skills, knowledge and grip over bureaucracy, which is a prime requirement for being on the post of CS is making him an acceptable and unanimous choice from all quarters. Khanday, it is pertinent to mention here is the only IAS officer from J&K who has served all through his career in this State and that too key posts almost during all Governments. May it be during the era of Dr Farooq Abdulalh as Chief Minister, or when Mufti Mohammad Sayeed came in as Chief Minister of State and even during Ghulam Nabi Azad's tenure, Khanday on account of his efficiency, administrative acumen and knowledge was given prime postings during almost all Governments in recent past. "He certainly has a complete grip over the administration…..be it State's economy or any subject ,he knows it all……..moreover, he has complete knowledge about the officers down the administrative hierarchy posted in all the regions across the State…", said a senior Minister in Omar Abdullah's Cabinet , contending Khanday was appropriate choice. "He might have friends as well as foes within the Government ….but when it comes to taking a decision about the highest post in State's bureaucracy , such considerations do not matter nor should carry any weight….", he explained , hinting at some dilemma within certain quarters about his name. However, in political as well as in bureaucratic circles the talk goes on as to why he should be the choice and the argument is also based on a valid comparison. Though both Dewan as well as Goswami, are sons of the soil, they have for a long period been outside the State. As for Dewan he has been in New Delhi since 1996 and opted himself to be posted oustside J&K. Same goes for Goswami, as he is also said to be have opted to be out of J&K, for whatever reasons. This gives an edge to Khanday, as both have remained out of touch with regard to bureaucratic set up in the State. |
