| Will CVC of most corrupt State square up to gigantic challenges? | | | Early Times Report Jammu, Feb 25: Former DGP Kuldip Khoda who took oath as the maiden Chief Vigilance Commissioner of arguably the most corrupt State in the country has a gigantic task at hand. With big political names facing grave charges of corruption, shall Khoda prove his mettle by proceeding against them would be interesting to see. In fact Jammu and Kashmir State is among those States where the incidence of corruption is high and hence Khoda's success as head of the Vigilance Commission will depend on his tirade against those corrupt politicians and bureaucrats who have remained close to the seat of power. It has remained a practice in Jammu and Kashmir that any anti-corruption body has been targeting small fries and have avoided touching big sharks with the result there has been no check on those who indulge in corrupt practices. Khoda has remained in a breezy controversy when the PDP opposed the Chief Minister, Omar Abdullah when he recommended his name for the post of Chief Vigilance Commissioner. It took more than one year for the Governor and the Government to set the stage for Khoda to takeover as Chief Vigilance Commissioner. SVC Act came into force in 2011. However, the Government started the process of appointment of CVC and VCs on February 5, 2012, following issuance of guidelines. The Commission has been empowered to inquire or cause inquiries to be conducted into offences under the Prevention of Corruption Act by public servants, employees of Corporations, Government companies, societies and local authorities owned or controlled by the Government. It took one year for the Government to ensure appointment of Khoda and Jerath following the objections raised by the Raj Bhavan after Government recommended their names. The Government is now understood to consider filling up another vacancy of Vigilance Commissioner as former Commissioner Secretary MS Khan, who was earlier recommended, withdrew his name from the panel. It is not yet clear whether the Commission will have the powers to probe corrupt practices being committed by those who matter in the top Government circles. Khoda has remained successful as head of the over 1.50 lakh police force in Jammu and Kashmir. His tenure as Chief Vigilance Commissioner will be watched with keen interest because his strength and stature would be judged by his efforts to book big sharks in Government departments, public sector corporations and political circles. Informed sources said that Khoda and his team may succeed in their mission if the Government allows the Vigilance Commission total autonomy and does not interfere in its working. |
