kulgam, Feb 25: In a shocking incident, a safaikaramchari has been working as junior assistant in Zonal Education Office Qoimoh Kulgam where several other class IV employees who have affiliation with corrupt senior officers have been working at higher positions in complete violation of administrative norms.
Administrative procedure that Kashmir valley is witnessing from beginning of militancy during which bureaucratic system derailed and illegal promotions came to fore, officers most of them ineligible to their respective positions, started finalizing and implementing policies on Valley populace who still lack the wisdom because of the mushroom political representation across from border. However, besides the passage of decades worst administrative system could be found from top to bottom in the Valley now-a-days.
For instance, Daily Wager employee of Education Department who was engaged in the department as scavenger is working as junior assistant in the Zonal Education Office Qoimoh Kulgam and is presently incharge of mid day meals (MDM) at Zonal level allegedly by his corrupt practices while as in the same office and department IV class class employee is also working as junior assistant. Bestowing important post of zone to daily wagers and class IV employees clearly depicts the administrative failure of the department and the zone that is still waiting for peaceful and sunny days to act and file a report about Government Primary School Nai-Basti Qoimoh Kulgam that was close down only after two months after its establishment in 2010.
Sources inside the department revealed that Daily wagers identified as Manzoor Ahmad Itoo resident of Larm Ganjipora was engaged as scavenger in Government High School Cheddar before few years but presently he hold the charge of SSA Accounts of MDM, while as another class IV employee identified as Zahid Ahmad Dar resident of Kujar Kulgam was engaged as Lab barrier on SRO case and was posted in Government High School Hawoora Kulgam but presently he hold the post of junior assistant in Qoimoh Zone.
"Corruption has too effected Education department and here in this zone you could found bundles of violations of norms only because of corruption," one of the employee said, wishing not to be named. He said that what is more concerning for them is that scavengers are now holding key positions that go unnoticed. Zonal Education Officer Kulgam when contacted, confirmed and said, "what is wrong with this they are talented and are managing things rightly than those who held the charge in past." |
