Security of Sarpanches withdrawn in Kishtwar
Angry over decison, members blame MOS Home

Kishtwar, Feb 25:- The controversy regarding unabated spate of militant attacks on Sarpanches in Valley is yet to die down; the Government of Jammu and Kashmir across the Pir Panjal range has withdrawn the security of Sarpanches in Kishtwar district of Jammu and Kashmir State. The chaos and anger was clear seen among the many Srapanches after they came to know about the withdrawal of the security and blamed police for following the directions of MOS Home Sajjad Ahmed Kichloo.
As per the order No: Conf/PSO/08/2013/1362-66 dated 20-02-2013 available with "Early Times" passed by outgoing SSP Bhim Sen Tutti stated that in compliance to ZPHQ U.O No: Conf/506-21 dated 17-01-2013, a review meeting of PSOs/residential guards provided to various categorized/uncategorized PPS was held at District Police Office Kishtwar in which detailed discussions with regard to withdrawing/thinning of security was discussed, followed by the above mention order. As per the said order Kishtwar police withdrew/reviewed the security of 69 persons including nearly a dozen Sarpanches, particularly from Inderwal constituency with the direction to compliance the order by 25-2-2013.
While talking to "Early Times" Mohammad Iqbal Keen Sarpanch Patnazi termed the decision of withdrawal of security to protected persons, particularly Sarpanches as an unfortunate decision taken by the Government in haste. He said that despite the fact that MOS Home Sajjad Ahmed Kichloo hails from Kishtwar district and is familiar about the area as well as the problems faced by the Sarpanches and Panches in the area. He said that many areas in Kishtwar district are still under the threat of militancy particularly the area from which he (Mohammad Iqbal Keen) belongs. He said that Patnazi and Bhunzwah areas were once considered as hot bed for militants. He said that they are under constant threat after the killing of Sarpanches in Kashmir valley. He said that such decision taken by the Government shows that the Government is not committed towards strengthening of democracy at grass root level. He said that Government is not sincere towards its commitment regarding providing security to Sarpanches. He said that Panchayats has played important role in monitoring development at grass root level, beside plays an important role in curbing the menace of corruption at official as well as political levels. He urged upon the MOS Home to re-look the decision of withdrawing of security. He said that the decision will directly make an impact on functioning of Panchayat institutions.
Another Sarpanch Akthar Hussain of Tatani said that he came to know about the withdrawal of security through his PSO who informed him about the order passed by the SSP Kishtwar directing him to report at DPL Kishtwar. He said that after taking over as MOS Home by Sajjad Ahmed Kichloo, he and other Sarpanches were hoping that they will look into the problem faced by them. He said that instead of understanding the threat perception to Sarpanches, MOS Home directed police to withdraw their security. He said that several Sarpanches informed him that their security too has been withdrawn. He said that the decision has left them staunch and said that in case the security to him has not been restored, he will left with no other option except to resign or to shift permanently at District headquarter Kishtwar. He demanded an immediate restoration of security to Sarpanches withdrawn on the directions of Government.
