| 22 years on, settlement of Revenue records still 'under process' | | | Akshay Azad Jammu, Mar 8: Mocking at the tall claims of coalition Government's work culture and responsive governance, the settlement of Revenue records in State is lingering on for the last 22 years. Sources informed Early Times that the process of settlement of revenue records begun in the year 1991 and in first phase only 10 Tehsils were taken up by department, but dejectedly so far the process was even not completed in these 10 Tehsils. They further said that the settlement operations were later extended to 40 more Tehsils but the performance of department so far presents a gloomy picture. They further said that the Revenue department was able to complete computerization only in some villages, following which the Union Government sanctioned a Centrally Sponsored Scheme for the modernization of records. "The Centrally Sponsored Scheme National Land Records Modernization Programme (NLRMP) was launched in year 2007, according to which the State Government started modernization of Revenue records, but after lapse of around six years the process is not even completed even to 50 percent extent," sources said. The NLRMP project envisages computerization, modern record room facilities, utilization of core GIS system, legal changes and amendments, infrastructural development and data entry centers, scanning and preservation of old records and connecting all the sub-centers, training and capacity building of Revenue officers. The NLRMP has three major components including Computerization of land record, Survey/re-survey and Computerization of Registration. Under the scheme, the district has to be taken as the unit of implementation, where all programme activities are to converge, they said, adding that despite adequate funding by the Union Government, the State Government was not able to use only 20 percent of sanctioned funds so far. Under the NLRMP the State Government was supposed to complete the computerization of land records by April 2011 in 20 districts, but after around two years since the expiry of deadline, the computerization has not been completed even in one district. "Under Computerization of Land Records (CLR) the State Revenue Department is to computerize all the land records including old and new. As per project, every Niabat shall have a computer lab, a technician to operate computer, phone and internet connectivity while other facilities," sources said. They further said that the Revenue Department had finalized projects to computerize the records twice or thrice but so far project has failed to take off. "After facing delay to comply with Union Government guidelines, the Revenue Department had sought to computerize land records at Tehsil levels instead of Niabats but so far not in a single district the computerization has been completed," an official said. He further said that only the new settlement cases have been computerized while the old land records have not even touched. "Even there is no shortage of staff including Patwaris and Girdawars, trained staff, frequent transfers of field officials involved in settlement operations besides there is lack of Urdu knowing officials and others have resulted into delay in execution of project," sources said. |
