Const Death case: CB books SSP, 2 DySPs in abetment of suicide

Jammu, Mar 8: Three police officials including SSP and two DySPs were booked by Crime Branch, Jammu for abetting a constable to commit suicide in 2011 (who allegedly committed suicide) at the house of a Deputy Superintendent of Police (Dy SP) Daljeet Singh in Sainik Colony. The crime Branch after registering a case was investigating the matter.
The alleged accused police officers have been identified as SSP Ravinder Singh Jamwal, Commandant IRP 11 batallion, DySP Daljeet Singh and DySP Mohinder Singh, sources said.
Police sources said that the trio was booked under Section 306 RPC against FIR NO 9/2013 by the Crime Branch which is investigating the said case.
Police sources giving information said three senior police officers were booked in much hyped death case of one Shahid Bhat, police constable hailing from Rajouri. They said that the case was later transferred to Crime Branch from Sainik Colony police after relatives of deceased and locals of Rajouri held protest demonstration against police alleging it for investigating it in hush-hush manner.
During investigation, it came to light that Commandant IR 11 battalion passed a circular stating that the cops who want to avail leave for more than 15 days have to take his permission. "The cop Shahid has applied for 15 days as his marriage was fixed but the same was refuted by the Commandant, thus breaching his own circular, official sources said.
Pertinently Shahid who happened to be the driver of DySP Daljeet Singh has requested leave from him. DySP Daljeet Singh the then Company Commander of IR 11 battalion was competent enough to grant him leave, but he too brushed aside from his request. Sources also said that deceased finding that his earlier boss sidelined his request of leave again applied leave from DySP Mohinder Singh (Adjutant) who also was competent to grant leave but here again his request was turned down reasons better known to them.
Following which the Shahid whose marriage had been fixed underwent through an alleged mental, physical and even financial harassment at the hands of police officers," police sources said, further adding, "on December 30, 2011 the police constable of India Reserve Police (IRP) Battalion Shahid Mehboob Bhat of Rajouri committed suicide at the house of a Deputy Superintendent of Police (Dy SP ) Daljeet Singh in Sainik Colony by shooting himself with the service weapon of a police constable who was working as personal security officer (PSO) of the DySP.
A case was registered with Police Station Sainik Colony, however, following protests from locals in Rajouri the case later in 2012 was transferred to Crime Branch for further investigation.
