Education Deptt issues work order to dead person

Anantnag, July 29: In a bid to swindle large chunk of government funds Education department issued work order for the construction of a Primary Block to a dead person.
The official documents of Education Department reveal that Chief Education Officer Anantnag Ghulam Rasool Shah vide order number AD/7525/13 had authorized the Zonal Education Officer, Zone Vailu Kokernag to construct the Primary Block for the Primary School Gujar Basti Kherpeth Larnu Kokarnag.
The then Zonal Education Officer Vailu Mukhtar Ahmed surprisingly issued the working order vide number ZEO/V/24/3/13 at a cost of Rs 10 Lakhs to a dead person namely Abdul Karim Gojar son of Fathu Gojar.
The work order was issued to the dead person on March 5, 2013 while the death certificate shows that Karim Gojri has died in June 2012. "This work order has been issued to swindle the large chunk of government money and the then Zonal Educational Officer might have thought that nobody is going to expose his fraud," Village Education Committee Kherpeth, Abdul Hamid Padroo told adding that without the consent of top officials ZEO could not do this all alone.
Chief Education Officer Anantnag told that he does not know anything about it. "Yes, I have given sanctions for the construction of Primary Block but it is the job of ZEO to issue working order. This time the ZEO of the Vailu zone is Hamidullah Malik but that time it is Muktar Ahmed the then ZEO who might have did it. You please contact him and if proved correct, I would certainly initiate an enquiry in this regard," CEO said.
Despite repeated attempts, ZEO Mukhtar Ahmed could not be contacted as he did not pick up the phone. When contacted Director Education Mir Tariq said that it is a serious matter and the department would certainly inquire the matter. "I would certainly initiate an inquiry into this development and appropriate action would be taken against the guilty," he said.
