| Probe committee probes nothing as illegal appointment, promotion mafia thrives | | | Javaid Naikoo
JAMMU, Aug 5: Even as an inquiry committee is probing illegal appointments in the office of Deputy Commissioner Shopian previously, more such appointments are being made unabated as Government stays clueless over gross violation of norms of administration and propriety. In November 2012 after Early Times exposed the scam of illegal appointments and undue promotions in deputy commissioner's office shopian, then divisional commissioner of Kashmir, Asgar Samoon and deputy commissioner of Shopian, Mohammad Javaid Khan repeatedly assured ETP that an inquiry committee has been set up in this regard to inquire in to the matter and report within a stipulated period of time before the concerned officials. Two months after that, ET again highlighted the issue and both officials said that very soon action will be taken against all the people involved in the scam and all people appointed illegally and promoted unduly will be terminated and brought to the book of law, however according to the details received from the sources working inside the office even after ten months, no action has been taken against anybody instead the process of illegal appointments is increasing with every passing day in the office.Sources said that the inquiry committee which was set up by the then Divisional Commissioner Kashmir and Deputy Commissioner shopian was merely an eye wash to divert the attention of people from the area and any such committees in future will also prove ineffective as the people who are recruited illegally and promoted unduly in the said office actually control everything in the office and do not allow any official to conduct inquiry in to the matter with transparency. Pertinently a massive scandal of fake recruitments and Undue promotions was surfaced in Deputy Commissioner's office shopian in November 2012 after ETP exposed it and bring to the notice of concerned officials repeatedly.As per the data received from the sources of said office reveal that the recruitment of seven people namely Farooq Ahmad Sodagar, Nisar Ahmad Khan, Abdul Rashid Sheikh, Mushtaq Ahmad Dar, Zakir Hussain Khan, Zarak Jahan Padder and Yasir Mohidin Bhat was made by the close relatives of these people already working in D.C office Shopian and People recruited illegally not only fall short of educational qualifications but some of them also fall in under age category, besides as per the sources many other illegal recruitments made in the said office in nexus with the highly placed officials are not known to the employees working in the office and total number illegal appointments now is more than what ETP exposed earlier.The data reveals that One Ali Mohd Khan, who is a cook to D.C shopian has illegally appointed his son Zakir Husain Khan as orderly and son in law, Mushtaq Ahmad Dar as Driver by using his strong approach in the office despite the fact Mushtaq Ahmad Dar is not eligible for the post of Driver because of falling short of Hill status license. Another employee Wazira Ji has not only managed to upgrade herself from the post of junior assistant to senior assistant but also appointed her 15 year and 11 months old son Yasir Mohi ud din as orderly on 18.8.2011 after following fraudulent tactics in nexus with some highly placed officials in the departmentThe matter got exposed after the school records of Yasir Mohi ud din proved that his actual date of birth is 04.01.1995, while as in the official records it has been mentioned as 04.01.1993.
The Data reveals that Sheeraz Ahmad Thoker who was appointed in 2008 on S.R.O basis has earned an undue promotion and is currently enjoying the status of junior assistant in the department, while as Mushtaq Ahmad Dar who is appointed as Junior assistant has also managed to upgrade himself from junior assistant to senior assistant.
The details reveal that Mushtaq Ahmad sodagar who was appointed firstly on a consolidated basis under the order no DCS/estt/11/1076-78, dated 17-10-2011 was not only included in grade pay which according to the rules he does not deserve, but his period was also extended continuously by using different illegal methods.Zakir Hussain Khan was appointed as a volunteer helper of the Red Cross Society, later his position was upgraded to a class fourth employee under an available order in the department and later it was further extended under order no DCS/estt/11/1085-87 dated 18-10-2011 and like his other illegally appointed colleagues, Zakir was also included in the pay scale of Rs 10674 on monthly bases.Under an available post in the department in 2011, Zarak Jahan Padroo was firstly appointed by his uncle Mushtaq Ahmad Padroo on orderly bases under the order no DCS/estt/11/695-697 and later finding himself in secure position, Mushtaq made a fraud date of birth certificate of Zarak Jahan and extended his period cleverly under an unknown order which is yet to be checked by officials in the department.Abdul Rashid sheikh initially managed to get a post on temporary basis in the department in 2011 under an order no DCS/estt/11/1079-81, however with the passage of time violating all the rules and regulations Rashid within no time was appointed as a permanent employee and is currently earning a pay scale of 10674.Like other illegally appointed people in the department, after spending an amount of Rs 2-3 lakhs as bribe to highest officials in the department, Nisar ahmad khan and Asifa Latief Wani initially managed to get posts on consolidated bases in the department under an order no DCS/estt/12/2133-36 of Nisar and DCS/estt/act/12/261 of Asifa Latief.Credible sources in the department reveal that people like Mushtaq Ahmad Padroo of Shamsipora, Abdul Rashid Mir of Turkawangam and Wazira Ji of Bongam Shopian used all the illegal methods to appoint their close ones in the department which include writing and erasing official documents to make ways easier for committing such heinous crimes. |
