Jammu, Aug 10: Illegal appointments in Jammu Central Cooperative Bank and embezzlement in JAKFED under adjudication by the Accountability Commission and House took a new turn when an employee filed a complaint against the minister Manohar Lal for his illegal attachment for ignoring his order of illegal appointments and two other top class bureaucrats for putting him on subject of harassment and mental trauma. The complaint was lodged by In charge Assistant Director Stationary and Office Supplies, Jammu in the High Court and leveled grave allegations against Minister. However, acting on the complaint, the High Court issued summons to the Chief Secretary Jammu and Kashmir Government, Secretary to the Govt ARI and Training Department and Manohar Lal Sharma, Minister of the State for Stationary and Printing J&K government to attend proceedings. The Incharge Assistant Director Stationary and Office Supplies Jammu Khilari Lal in his petition to the High Court Jammu said that he was attached for not adhering to the minister's dictate who wanted from him to violate SRO 64 of 1994 Act 2010 by absolving his three blue eyed persons in the department. In his plea, he said that despite clear prohibition contained under section 14 of the Act 2010,from engaging any consolidated or temporary employee, yet the minister on the application of the three persons all belonging to his assembly constituency recommended their cases for engaging them on temporary basis. He further said that acting over the circular by Chief Secretary of the state that all the administrative secretaries to discontinue forthwith all persons engaged in violation of SRO 64 with further direction that the officers responsible for making illegal appointment should be identified and charge sheeted, the Director Stationary and Office Supplies sought information from him about number of daily rated workers engage in Jammu division. Accordingly he conveyed to the Director Stationeries that only seven daily rented workers stood engage and apart from that three persons namely Gian Chand,Mohd Hanif and Rattan Chand were engaged on the strong recommendation of the Minister Incharge Dr Manohar Lal. Based on the statement the instructions were issued to him not to release their wages. Manohar Lal when came to know about this, started pressurize him to accommodate his three persons ignoring SRO 64 and when he refused, acted malafidely the minister started harass, punish and victimize him. The minister directed secretary to Government ARI and Training Department , Civil Secretrait G.H Tantary to pass the order of his attachment. Accordingly Govt Order bearing No 19-ARI of 2013 dated 15 July 2013 passed an impugned order of his suspension, citing the reason of his pending inquiry. The order was passed in such a hurriedly manner that instead of his actual designation, the order was passed with his wrong designation as Incharge Deputy Superintendent. Further he said that there was no inquiry initiated against him in his entire career of job as he is retiring next year, what talked about the pending inquiry. He also demanded minister the documents of his pending inquiry. Based on the plea, the High Court passed intrim stay order against attachment. The court further issue notice to the Chief Secretary Jammu and Kashmir Government, Secretary to the Govt ARI and Training Department and Manohar Lal Sharma, Minister of the state for Stationary and Printing J&K government to either appear in person or by an advocate appointment by them in that behalf to take part in the proceedings. |
