| Illegal appointments galore at Municipal Committee Kupwara | | 29 persons appointed illegally in two weeks | | Jehangir Rashid SRINAGAR, Aug 12: Executive Officer, Municipal Committee Kupwara, Ghulam Mohi-ud-din Malik has turned law unto himself by making more than two dozen illegal appointments in the committee in the recent past and also by allotting some shops and hoardings in the district without competitive bidding. Sources told Early Times that this is not for the first time that the Executive Officer is in news for wrong reasons. They said that Malik had in the past made some illegal appointments in the Municipal Committee, Kupwara and was removed from his position. They added that he carried on with this 'job' of making illegal appointments without fearing for the repercussions thereof after being appointed once again on the position. "In blatant violations of norms and regulations the Executive Officer of Municipal Committee, Kupwara appointed 29 persons on different positions in the Committee in the past two weeks. No procedure whatsoever was followed in the appointment process. Appointments were made either on the basis of proximity of the beneficiaries with the Executive Officer or after receiving hefty sum from the beneficiaries," said the sources. Sources said that Malik also allotted five shops and one hoarding in the Kupwara district to the blue-eyed persons without following the proper procedure. They said the higher ups of district administration are well aware about the misdeeds of the Executive Officer and no action whatsoever has been taken against him. "Additional Deputy Commissioner, Kupwara seems to be hand in glove with the Executive Officer as the district officer despite knowing all the wrong things of Executive Officer has failed to take action against him. The attitude of the Executive Officer towards the employees is also deplorable and he abuses them as and when they contact him with respect to the issues confronted them," said the sources. Sources said the sanitation staff of the Municipal Committee, Kupwara is on strike for the last one week as a mark of protest against the abusive and aggressive nature of Executive Officer, Municipal Committee, Kupwara. They added the Executive Officer abused the employees when they complained of the non-disbursal of salaries more so when the Eid festival was round the corner. In the meantime, the employees of Municipal Committee, Kupwara carried out a protest march against the high-handedness of Executive Officer. The protesters demanded removal of the Executive Officer saying that the officer has become a nuisance in the overall functioning of the Municipal Committee, Kupwara. Sources said personnel of Jammu & Kashmir Police were called in to lift the garbage town and the adjoining areas since huge piles of garbage had accumulated in the town and adjacent areas. They added that situation in the Kupwara district on the sanitation front is un-likely to improve given the fact that sanitation staff is on indefinite strike. "The employees of Municipal Committee, Kupwara are pursuing a single line agenda of removal of Executive Officer. Their contention is simple that the functioning of the committee would go from bad to worse if the incumbent Executive Officer is allowed to carry on with his job. One cannot rule indefinite strike from all the employees of the committee in the coming days," said the sources. |
