| Govt violates its own order with shame, impunity FRe-engages retired bureaucrats, transfers them too | | | ! Majid Ahmad
Srinagar, Aug 18: State government has lost propriety and probity by defying and bending its own laws with regards to re-employment of its retired officers. Not only there have been blatant violations of these norms by re-employing blue eyed bureaucrats, but they have even been transferred to other departments bringing itself more disgrace and shame. Less than four months after banning the re-employment of retired government officials, the cabinet has re-engaged two retired bureaucrats in violation of its own orders. The cabinet which met here on Friday under Chief Minister Omar Abdullah ordered for reemploying former Law secretary Farhat Tasneem and former Secretary Revenue Kachoo Isfandyar Khan as members of the Property Tax Board. While Tasneem retired last month, Khan attained superannuation in 2012. The Cabinet also approved appointment of Commissioner/Secretary Jeet Lal Gupta as Chairman of the Board on his superannuation on August 31. It also approved appointment of Managing Director Power Development Corporation, Basharat Dhar as Chairman State Electricity Regulatory Commission. Dhar would complete his term at PDC in coming December. What is more shocking is the transfer of Basharat Ahmad Dhar who on his superannuation was appointed as MD, JKPDC to State Electricity Regulatory Commission as its chairman. Dhar was appointed as MD JKPDC for a period of two years; however, before the completion of his term in JKPDC he has been shifted to SERC for another two years which means that he would retire at the age of 64 or 65. Pertinently the state cabinet had on April 24 imposed a blanket ban on reemployment of government officials after Omar Abdullah government had faced flak over re-appointment of nearly 150 retired government officials in prestigious assignments in the state in last four years. Since 2011, 43 persons had been re-employed as consultants, advisers, chairmen and members in government departments, corporations and autonomous bodies. In 2007, the General Administration Department had issued an order regarding the policy of extensions and re-employment of officers. According to order No. 376-GAD of 2007, re-employment of a retired government servant shall be for a maximum of one year. However, sources told Early Times that some of the retired officers have been given extensions number of times. Prominent among those includes Mohammad Yosuf Lone Officer on Special Duty with Agriculture Minister Ghulam Hassan Mir who has been given several extensions. A senior officer of General Administration Department wishing anonymity said, "The government is violating its own orders just because of political pressures. There is demand from several ministers that officers who are close to them and have retired be reengaged. In the coming months government contemplates to engage several retired bureaucrats." Some of the retired officers who have been given extension after their retirement in recent months includes Regional Transport Officer (RTO) Kashmir, Mohammad Anees who happens to be spouse of a ruling National Conference MLA. "Why is this government more concerned about retired officers than the educated unemployed youth? When the unemployment figures in the state have crossed six lakh mark, the government is only bothered to rehabilitate the retired officers who happen to be kith and kin of politicians," said an unemployed youth. |
