| Jubilant over Kargil outcome, Congress looks to corner Omar | | | Early Times Report JAMMU, Aug 30: Ecstatic over its unexpected victory in the just held election to the Hill Development Council, Kargil, the state unit of the Congress has drawn up a plan for launching an offensive against the National Conference in Jammu and Kashmir. Since neither the Congress nor the NC have made any attempt to form the Kargil council in alliance and instead have been depending on the support of independents indicates that Congress is in no mood to close its option for forming the Government after the next Assembly election in alliance with the PDP. Senior Congress leaders, except for Ghulam Nabi Azad, believe that the coalition experiment with the PDP had proved mor be successful than the coalition rule with the NC. First of all he Congress is dead set to force the NC to incorporate 73rd amendment in the Panchayat Raj Act which was required for strengthening the Panchayati Raj Institutions in the state. It wants immediate conduct of elections to the block development councils, establishment of district planning and development boards, constitutional guarantee for powers to be exercised by the Panchayati Raj Institutions and enhancing the honoraria payable to the sarpanches and panches. Another issue that the Congress may raise is introduction of the food security law in the state. Knowing that the state depends on heavy import of foodgrains and for implementing the food security law the state may have to spend heavily on added import of foodgrains, the Congress may not hesitate needling Omar Abdullah to act fast on the ambitious project which has been blessed and supported by the Congress Chief, Sonia Gandhi. Any opposition to the food security law could widen the wedge between the Congress high command and Omar Abdullah. In fact the Congress plans to corner Omar Abdullah so that he no longer enjoys forcing the Congress leaders to play second fiddle to him. Reports indicate that the Congress may force Omar to fix a schedule for the holding the civic elections in the state. |
